8. The exterior water tank color shall be subject to the review and approval by the Planning <br />Director prior to painting/installation. <br />9. The color of all retaining walls shall be subject to the review and approval by the Planning <br />Director prior to installation. <br />10. The chain link fence shall be constructed six inches into the property line of the water tank parcel <br />to ensure the maintenance and potential future replacement will be the obligation of the City <br />alone. <br />11. A final landscape plan and irrigation plan shall be submitted to and approved by Planning <br />Director prior to the start of construction. Said landscape plan shall be detailed in terms of <br />species, location, size, quantities, and spacing. Landscaping, such as vines or prostrate <br />groundcover, shall be planted along portions of the private roadway retaining walls to help <br />screen the retaining walls from views from the Brozosky residence. A year-round irrigation <br />system shall be installed for the landscaping on the retaining wall. <br />12. An automatic irrigation system shall be installed for all project landscaping. <br />13. The landscape plan shall be revised to comply with the following tree sizes: 20 percent of the <br />trees shall be five-gallon size, 60 percent of the trees shall be 15-gallon size, and 20 percent of <br />the trees shall be 24-inch box size. Said modification shall be shown on the construction plans <br />and shall be subject to review and approval by the Planning Director prior to the start of <br />construction. <br />14. Prior to the completion of the water tank and road construction, the project arborist shall prepare <br />a tree replacement plan for trees that have been removed as a consequence of road construction. <br />The plan is to be reviewed and approved by the Planning Director. At that time, the siting of <br />trees will be evaluated and the City shall enter into the appropriate agreements with Mr. Reznick <br />outlining the obligations of each party. The installation of the trees would be completed at such <br />time water is available to the site for the purposes of irrigation. A temporary irrigation system <br />will be required to be installed for a period of three years to ensure success. Any losses will need <br />to be replaced in kind. The tree replacement plan shall comply with the following requirements: <br />a. Native trees shall be planted on the site at a six-to-one replacement ratio for each tree over <br />six-inches in diameter that is removed for the road construction and temporary stockpile. <br />b. Replacement trees shall range in size from five-gallon (20 percent), 15-gallon (60 percent), <br />and 24-inch box (20 percent). <br />15. A final tree report shall be prepared prior to start of any grading or tree removal on the site. The <br />tree report shall specify the location, size, species, and value of the existing trees on the site that <br />are located near the area of proposed construction, including any trees off the property with <br />driplines that overhang onto the site. The report shall also determine the health of the existing <br />trees, the effects of the proposed construction on the trees, and recommendations for any special <br />precautions necessary for their preservation.
