The applicants shall submit the revised guidelines shall be subject to review and approval <br />by the Planning Commission with its action on the tentative subdivision map. <br />12. Phase One Improvements <br />a. The project developer shall construct a storm water bio-retention area on Parcel <br />"A" opposite the future Clara Lane intersection. The retention area shall be <br />designed to the satisfaction of the City Engineer, shall be shown on the <br />grading/drainage plan submitted with the tentative subdivision map application, <br />and shall be subject to Planning Commission review and approval. <br />b. The storm drain at the intersection of future Clara Lane and Road "A" shall be <br />reconfigured to divert storm water into the bio-retention area. This detail shall be <br />designed to the satisfaction of the City Engineer, shall be shown on the <br />grading/drainage plan submitted with the tentative subdivision map application, <br />and shall be subject to Planning Commission review and approval. <br />c. Storm water exiting the bio-retention area shall be piped to Parcel "C". With the <br />first construction phase, the project developer shall install a temporary pipe within <br />Pazcel "C" to convey treated storm water from the bio-retention area to the storm <br />drain inlet at Vineyard Avenue. This detail shall be designed to the satisfaction of <br />the City Engineer, shall be shown on the grading/drainage plan submitted with the <br />tentative subdivision map application, and shall be subject to Planning <br />Commission review and approval. <br />d. With the first construction phase, the project developer shall construct an earth <br />Swale along the northeast side of Parcel "A" to intercept storm water traveling <br />into Phase 2 unless otherwise approved by the City Engineer. This detail shall be <br />designed to the satisfaction of the City Engineer, shall be shown on the <br />grading/drainage plan submitted with the tentative subdivision map application, <br />and shall be subject to Planning Commission review and approval. <br />e. The project developer shall delete the retaining wall along the northerly side of <br />Lot 10 unless otherwise approved by the City Engineer. <br />13. Phase Two Improvements <br />a. The project developer shall revise the typical section for Road "A" as follows. <br />The street shall be graded to towards Parcel "C". There shall be breaks in the <br />curb to allow storm water to flow into Parcel "C". The applicant shall construct a <br />vegetative Swale for storm water treatment within Parcel "C". The breaks in the <br />curb shall be design such that the initial flush of storm water enters Pazcel "C" <br />and the larger storm remains in the gutter. This detail shall be designed to the <br />satisfaction of the City Engineer, shall be shown on the grading/drainage plan <br />submitted with the tentative subdivision map application, and shall be subject to <br />Planning Commission review and approval. <br />
