A comprehensive reclamation plan, commonly referred to as the <br />Chain of Lakes Plan, has been adopted for this area by Alameda <br />County (see attached figure). Along with the groundwater <br />replenishing lakes, limited development may be supported on the <br />reclaimed quarry land. The proposed sphere boundary sets the <br />chain of lakes as the sphere boundary, a "natural" future open <br />space boundary. <br /> <br />3. EAST VINEYARD AREA <br /> <br />The proposed sphere-of-influence includes an expanded area <br />directly east and adjacent to the Ruby Hills area which is <br />already within the City's sphere. This East Vineyard area is a <br />continuous area largely indistinguishable by natural or man-made <br />features. It has common development potential, with sewerage, <br />water, drainage, and street systems common to the entire area. <br />The prior sphere boundary, at the future Highway 84 boundary, <br />forms a poor sphere boundary in light of the common <br />infrastructure likely to serve all of this area. In addition, <br />Highway 84 is unlikely to be builtas a freeway for many years, <br />even if it is relocated as planned in the foreseeable future. <br /> <br />Alameda County, in conjunction with Pleasanton and Livermore, has <br />embarked on a study of the "fertile crescent," of which this area <br />is a part.
