the gravel companies, and to the R.J. Johnson property in
Livermore. Because of the settlement between the City and the
gravel companies to remove all trucks from the City's First
Street by 1995, E1 Charro Road must be available for all gravel
companies' vehicles at that time. Pleasanton, in conjunction
with Alameda County as landowner, is preparing specific plans for
the development of the area immediately west of E1 Charro Road.
In order to ensure development of a roadway which meets the needs-
of the City in providing this major entrance as well as maintain
satisfactory truck access, the entire roadway should fall within
Pleasanton's sphere.

2. GRAVEL QUARRY AREA

Pleasanton has a long-standing association with the sand and
gravel companies lying between Pleasanton and Livermore. The
gravel company owners have expressed a common affinity with the
City. The quarry company land holdings, however, are divided by
historic township lines, lines used for the present
sphere-of-influence boundary. These bear no relationship to
current ownership patterns or future likely development patterns.
The proposed sphere-of-influence boundary puts Pleasanton Gravel
Company and Lone Star parcels which currently lie within the
county or Livermore's sphere within one common jurisdiction.

- la -
