Commissioner Narum indicated support for Alternative 5, and making the 500-acres accessible to the <br />public. She also recommended that a traffic engineer look at ways to help with homeowner concerns, and <br />that the design of the staging area be reviewed. Commissioner Narum suggested that the Trails Ad Hoc <br />Committee work with the developer about placing trails away from homes. Because of its topography, <br />she did not support having a park in this area, she also wanted to maintain options for multi-use trails. <br />Commissioner Dibiase agreed with Commissioner Narum's comments, including the multi-use trails and <br />no neighborhood park. With regard to including video surveillance, he would be interested in seeing how <br />it worked. Commissioner Dibiase was concerned about the area being a habitat for the Silver Spot <br />Butterfly. Mr. Pavan advised that it was not the butterfly, but the larvae, and a final decision on this issue <br />would be made by Fish and Game. <br />Chairperson Pentin wanted to get information on controlled gates before determining if it should be made <br />a requirement for this staging area, and possibly all other staging areas. He thanked everyone for working <br />together to come up with Alternative 5. <br />Commissioner Kummer also thanked everyone for developing Alternative 5, and advised that he supports <br />the City's General Plan and Trails Master Plan. He understood :the. concerns of the neighborhood, but <br />believes the concerns are manageable and supported recommended approval of Alternative 5. <br />A motion was made by Commissioner Kummer, seconded by Commissioner Narum, recommending <br />support of Alternative 5 for PUD-33, 51-Unit Oak Grove Development, including the opening of trails <br />and the staging area as soon as the fifth lot is sold; that the City accept ownership of the open-space as <br />soon as legally possible; address concerns regarding traffic, fire, securable staging area, and trails <br />accessibility for all users (pedestrians, equestrians, and bicyclists); that all amenities described in <br />Alternative 5 be included; that specific design for these amenities be brought back to the Trails Ad Hoc <br />Committee and Parks and Recreation Commission for consideration. <br />Mr. Wolfe questioned whether.the Commission wished to include anything in the motion pertaining to a <br />neighborhood park. The Commission agreed it was comfortable with the wording in Alternative 5. <br />After further discussion, Commissioner Dibiase suggested the motion also include the comment: The <br />developer is required to disclose trail and public access plans in all project literature. The Commission <br />agreed that this amendment should be added to the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Dibiase, Ellgas, Kummer, Narum, and Chairperson Pentin. <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Commissioner Dibiase confirmed that the wording "multi-use trails" was included in the wording for <br />Alternative 5.
