EXHIBIT J-4 <br />MINUTES <br />OF THE <br />JOINT SLOPING WORKSHOP <br />CITY COUNCIL -PLANNING COMMISSION <br />February 8, 2005 <br />1. Workshop Call to Order <br />The meeting was called to order at 6:43 p.m. by Mayor Jennifer Hosterman. <br />Those in attendance were: City Councilmembers Steve Brozosky, Matt Sullivan, <br />Cindy McGovern, and Mayor Jennifer Hosterman; Planning Commissioners Brian Arkin, Phil <br />Blank, Anne Fox, Trish Maas, and Mary Roberts. Staff members present were: Nelson <br />Fialho, City Manager; Michael Roush, City Attorney; and Jerry Iserson, Planning Director. <br />Ms. Roberts recused herself from the discussion because she owns property adjacent <br />to the subject project. Mr. Blank recused himself because he owns property on Hearst Drive, <br />which is near the property. <br />2. PUD-33. J es Tona. Jennifer Lin. Frederic Lin. and Kevin Lin (SR 05:031} <br />Public work session to determine the scone and content of the Draft Environmental Impact <br />Report for the. proposed 98-unit. single-family residential development on a 562-acre property <br />located near the present terminus of Hearst Drive. on the southerly sides of the Vintas~e Hills II <br />and the Grev Eagle Estates Developments. <br />Jerry Iserson presented the staff report. <br />Mayor Hosterman thanked Mr. Iserson for the report and the thorough Initial Study <br />dated December 4, 2003. She referred to the portion of the study regarding geological <br />impacts and the statement that a peer review would be performed by aCity-selected <br />geotechnical consultant. She asked when that would occur. <br />Mr. Iserson indicated that would be part of the EIR process. The EIR consultant would <br />hire a geotechnical specialist to do the necessary site work and would review the report <br />presented by the applicant's geotechnical engineer. Analysis and comparison would be done <br />to make certain that a proper investigation was conducted and the mitigations suggested were <br />practical. <br />Mayor Hosterman asked if Mundie and Associates had all the information it required? <br />Mr. Iserson said the applicant had submitted ail the reports and those were turned over <br />to the EIR consultant and will be part of the draft EIR. <br />Ms. Fox had questions regarding air quality impacts. She noted there are 980 <br />additional vehicle trips estimated for this project and wondered why this had been designated <br />as "insignificant if mitigated." <br />Joint Workshop <br />City Council and <br />Planning Commission <br />02/08/05 <br />
