Ms. Bengtson hoped that Pleasanton would accept the challenge of developing and supporting strategies <br />that result in the preservation of the southeast hills as open space in perpetuity. She urged the <br />Commission to send a clear recommendation to the Planning Commission and the City Council indicating <br />that Alternative 5 is acceptable, as it includes a staging area, internal multi-use trails and regional multi- <br />use trail link, and a specific timeline for public access. She also urged recommending to the Council that <br />it accept the property owners open offer of land dedication for the 497-open space area, as soon as <br />advisable. <br />Ms. Bengtson extended her thanks to the representatives of the Kottinger Ranch Homeowners Association <br />and Marty Inderbitzen (landowner representative) for their willingness to listen with an open mind to the <br />trail advocates. She also thanked City staff for being available and responsive to answer questions. <br />Lee Fulton 3407 Brandy Court -addressed concerns of the staging area and suggested a condition of <br />approval that the developer install video cameras, as recommended by a member of the Trails Ad-Hoc <br />Committee. <br />Dick QuiQley 4613 Cope Court -thanked everyone who came together to work on the compromise for <br />Alternative 5. Mr. Quigley shared information regarding the educational value of the landscape for use by <br />teachers and students, and felt it was going to be more of a regional park v:,nue than a City park. He <br />encouraged support of Alternative 5. <br />At 8:20 p.m., Chairperson Pentin closed the meeting for public comment. <br />Commissioner Kinzer asked about potential maintenance costs for Alternative 5, and whether staff had <br />any budget concerns. Mr. Wolfe and Ms. Hagopian advised that the land was currently used for cattle <br />grazing, which would probably be continued when accepted by the City. Ms. Hagopian advised that no <br />dollar figures for maintenance were currently available, but the higher the use the greater maintenance <br />costs would be. <br />Commissioner Kinzer thought it was important that the trails be kept available for all users, and that the <br />issues of fire, loitering, and traffic be addressed. He supported Alternative 5, while addressing concerns <br />like traffic calming, fire risk, etc. <br />Commissioner Dibiase questioned whether any consideration was given for amenities such as picnic <br />tables at the staging area. Mr. Wolfe advised that no specifics have been suggested; however, the <br />Commission should take into consideration all concerns expressed by neighbors. <br />Commissioner Dibiase was comfortable with recommending Alternative 5, but suggested adding a <br />condition that the developer include information about the trails in any literature distributed. He also <br />suggested that trails be kept away from homes as much as possible, and that the Planning Commission and <br />the City Council be informed of the homeowners concerns. <br />Commissioner Ellgas agreed with the recommendations of Commissioners Kinzer and Dibiase, and <br />questioned whether the Commission should recommend video monitoring.
