Another condition was to have the staging area and accompanying trails available when the fifth home lot <br />is sold. The other discussion point was for the City to immediately take possession of the 500-acres of <br />open space. <br />Chairperson Pentin asked specifically about the trails for this project. Mr. Pavan advised that the trail <br />design would be based on recommendations by the Commission, and approved by the City Council. <br />Permitted uses could include: cattle grazing, a staging azea, etc. The design of the trails would be subject <br />to Commission review based on City standards. <br />Commissioner Narum questioned whether there would be any exclusions, and was advised by Mr. Pavan <br />that at this time there were no exclusions regazding pedestrian, bicycle, or equestrian use of the trails. Mr. <br />Wolfe indicated that the Commission may want to make specific use recommendations. <br />Commissioner Dibiase reconfirmed the condition regarding selling of the fifth lot and having all amenities <br />in place by that time. <br />At 8:07 p.m., Chairperson Penfin opened the meeting for public comment. <br />Kevin Close, 871 Sycamore Road -indicated that he supported Alternative 5 with the staging area, which <br />he believes would allow more access to trails. <br />Becky Dennis, 838 Gray Fox Circle -indicated that Ayn Wieskamp of East Bay Regional Park District <br />(EBRPD) had informed her after the workshop that the District would be happy to assist with any of the <br />concerns expressed by homeowners. <br />Dolores Bengtson, 568 Hamilton Way -advised that at a previous Parks and Recreation Commission <br />meeting she had expressed concerns about the Oak Grove project after reviewing Alternative 4, which had <br />no staging area and internal trails. The lack of those amenities would limit the community's access to the <br />almost 500-acres of open space that would become City-owned land. Alternative 5 was established to <br />provide a staging area and internal trails, as well as address the concerns of homeowners and the <br />developer. Ms. Bengtson is satisfied that the proposed Alternative 5 provides an adequate staging area, <br />internal multi-use trails and a regional trail link, and a timetable for public access to the staging area and <br />trails that assures the community needs are met. She understands that some homeowners have concerns <br />regarding traffic, and an increase in teenagers hanging out at the end of Hearst Drive; however, with or <br />without the staging area, Hearst Drive will be an amactive street for anyone that wishes to speed. It is <br />important that those concerns are addressed up front, and she supports any traffic controls recommended <br />for the azea. She felt the area could still become an attractive hangout place for young adults, and would <br />recommend that the project include good lighting and some pazking controls, to ensure police support can <br />be effective. The staging azea should be gated, eliminating the problem of hanging out, as the area would. <br />be closed after daylight hours. Since the staging area would not be a destination or feature attraction, Ms. <br />Bengtson felt that the parking area would not be overburdened. <br />In responding to comments made by residents from the Kottinger Ranch development, Ms. Bengtson felt <br />that a parking lot could be controlled by installing an electronically timed access gate.
