Becky Dennis, 838 Grav Fox Circle -agreed with comments made by Ms. Bengtson. Ms. Dennis felt it <br />was important to spread out the `load' of staging areas to all neighborhoods, and endorses speed bumps to <br />slow traffic. She was in support of Alternative 5. <br />Kevin Close, 871 Sycamore Road -supports Alternative 5. Mr. Close indicated that Lund Ranch Il <br />includes a staging area, and one will most likely be included on the Spotorno property. He agrees with <br />spreading the `load' out to all neighborhoods, and using methods to calm traffic. <br />Carolyn Newton, 3793 Smallwood Court -expressed concerns regarding the risk of fire and use of the <br />area by teens for partying. With the additional amenities in a remote location, she felt that more juveniles <br />would be attracted to the area. Gating the staging area would not deter teens, and likely make it more <br />difficult to monitor. Ms. Newton was opposed to putting planned trails in this area, prefemng to leave it <br />open space. <br />Mr. Wolfe responded to Ms. Newton's fire risk concerns by reading a response he received from Fire <br />Chief Dody regarding the issue. <br />Christy Budenbender, 1360 Hearst Drive -agreed with concerns raised by Ms. Newton. Ms. <br />,. Budenbender was especially concerned with youth smoking and drinking .in he area, elevating the fire <br />risk. She discussed the number of incidents experienced at The Preserve, which has a similar staging area <br />being proposed for this project. Ms. Budenbender questioned the need for a trail outlet in the area, when <br />the original outlets were planned at Shadow Cliffs and Callippe Preserve Golf Course. Ms. Budenbender <br />advised that her 80-year old neighbor was also extremely concerned about youth using the area. <br />Mr. Wolfe advised that staging is provided at Shadow Cliffs and the Callippe Preserve Golf Course, and <br />that a staging area in the vicinity of Hearst Drive was included in the Trails Master Plan. It was also <br />originally included in the development plan for Oak Grove. <br />Sgt. Soberanes advised that the Police Department now receives approximately 10 calls per month to <br />check on cars at the end of Hearst Drive, and understands the concerns of the neighborhood about use of <br />the area by youth. <br />Anne Fox. 2866 Garden Creek Circle -advised that the Planning Commission did not remove the staging <br />area for this project. She discussed concerns about a neighborhood park, originally planned for the end of <br />Hearst Drive, which should be within one-half mile of residences. She recommended that the <br />Commission and Committee provide feedback as to whether a park should included. <br />Megan Williams, 1398 Benedict Court -advised that she used to pick-up garbage when hiking Moller <br />Ranch left by youth that use the area. She is now picking up garbage in her own backyard at the end of <br />Benedict Drive, left there by youth that use the area. Ms. Williams commented on the number of times <br />she has had to call the Police Department about youth drinking, using drugs, and making fires. She felt <br />the area needed to be well lit, and regularly patrolled by the Police Department. <br />Allen Roberts, 16 Grey Eagle Court -understands the concerns of homeowners living on remote courts in <br />the area, but believes the location is great for trails. He was not sure whether proposed areas shown for <br />trails in the EIR are necessarily good, and encouraged having trails in a more open space since the <br />Parks and Recreation Commission Minutes and Trails Ad Hoc Committee Joint Workshop <br />January 11, 2007 <br />Page 3 <br />
