Mr. Pavan provided a visual <br />presentation showing the Linn/Oak Grove development, open space areas, existing Kottinger <br />neighborhood, Lund II area, Foley family property, and Vineyard Avenue Specific Plan area. <br />Mr. Pavan provided information regarding: 1) the number of proposed circular trails; 2) on-street parking; <br />3) trail access points from streets; 4) trail classes, including a regional trail; and 5) possible location of a <br />neighborhood park. He advised that the purpose of the workshop was to determine the thoughts of the <br />Commission and Committee regarding how the open space element of the project should be addressed. <br />A question was raised regarding the number of loop trails planned for the property, and staff advised that <br />trail configurations would be determined in the field. Commissioner Kummer also discussed with staff <br />where off-street parking would be if it were decided not to go with Alternative 5, and where trail access <br />would be available. <br />Commissioner Dibiase confirmed that regional trails would be Class A, and other trails would be Class C. <br />He also confirmed that a neighborhood park was not included in Alternative 5. Commissioner Narum <br />asked Mr. Pavan to indicate the area where a park might be located . <br />Commissioner Kummer also confirmed that Alternative 5 would include a horse trough, but not a parking <br />area for horse trailers. Mr. Wolfe advised that there would not be a specific area for horse trailers, but <br />they would be allowed to take up spaces in the 11-space parking area. <br />Staff reviewed with the Commission and Committee Members the various aspects of the five Alternatives <br />being proposed. <br />The meeting was opened for public comment. <br />Mike Regan 1363 Hearst Drive -felt that all Alternatives should be given consideration, since they all <br />contained pluses and minuses. He thought that while a staging area and access to trails were very <br />important, no one particular neighborhood should bear all the impacts. Mr. Regan felt that Alternative 5 <br />appeared to be a good compromise, and he was concerned about making the area too attractive for kids to <br />get into trouble. <br />Dolores Bengtson 568 Hamilton Way -was happy to have been a part of the discussion group that helped <br />put together Alternative 5, and was satisfied that it provides an adequate staging area, multi-use trails, and <br />a time-table for public access. Ms. Bengtson addressed some of the local homeowner's concerns, <br />including traffic on Hearst Drive and an additional hangout area at the end of the street. She encouraged <br />decision makers to address issues upfront, and suggested good lighting and parking controls be included in <br />areas of concern. Ms. Bengtson also recommended that the staging area be gated, and felt it was <br />important that all projects in the southeast section of the City provide staging areas as has been indicated. <br />She fully supported Alternative 5. <br />Julia Casamaior 2018 Foxswallow Road -thanked Ms. Bengtson for bringing the public's attention to <br />areas of concern regarding trail- access in the open space area.
