40. The storm drainage from each lot shall be directed to the street or an approved <br />storm drain system in accordance with Sections 2907(b)(5) and 7012(d) of the <br />1988 Uniform Building Code unless otherwise approved by the Chief Building <br />and Safety Official and the City Engineer. <br />41. The design for any retaining wall or combination of retaining walls to be <br />constructed with this development including the private lots shall be first <br />submitted to the Planning Director for review and approval. All retaining walls <br />higher than four-feet from the top of the wall to the bottom of the footing shall be <br />reviewed by a registered civil engineer. Once approved by the Planning Director, <br />a detailed design/engineering plan and calculations prepared by a registered civil <br />engineer for the retaining wall shall be submitted to the Building and Safety <br />Division for review and approval before the issuance of a building permit. This <br />statement shall be added to the design guidelines. <br />42. The storm drain system not within a public street shall be private and shall be <br />maintained by an HOA or GHAD. Prior to the approval of the final subdivision <br />map, the project developer shall submit a maintenance plan for the storm drain <br />system to the City Engineer for review and approval. The HOA or GHAD shall <br />submit annual reports every spring to the City Engineer prepared by a licensed <br />Civil Engineer registered in the State of California regarding the status of the <br />storm drain system including a maintenance plan for the summer identifying any <br />deficiencies. The storm drain systems on the individual lots shall be maintained <br />by the lot owner. <br />43. Unless otherwise approved by the City Engineer, all fill and cut slopes shall be <br />graded at a 3:1 (horizontal-to-vertical) slope. For slopes between lots, there shall <br />be a minimum, 2-foot wide "overbuild" area between the lot line(s) and the <br />slope's hinge point. This change shall be shown on the tentative subdivision <br />map and/or grading plan to the satisfaction of the City Engineer and shall be <br />subject to review/ approval by the Planning Commission. <br />44. The project developer shall post with the City prior to approval of final subdivision <br />map an adequate performance bond for all subdivision improvements both public <br />and private. <br />45. Unless otherwise permitted by the City Engineer, all roof leaders shall be <br />connected to the storm drain system. This statement shall be added to the <br />development's design guidelines. <br />46. All subdrains installed by the project developer with the subdivision <br />improvements shall have a cleanout installed at the beginning of the pipe. The <br />bottom of the pipe shall terminate in a storm drain pipe or other storm drain <br />outfall, subject to the approval of the City Engineer. The project developer's civil <br />engineer shall submit a final subdrain location map to the City Engineer for <br />review and acceptance prior to the City Engineer's acceptance of the public <br />Page 18 of 37 <br />
