Councilmember Sullivan suggested the item return as soon as possible and staff indicated it <br />would be agendized for September. Mayor Hosterman felt the Council would also be interested <br />in scheduling awalk-through. <br />Mayor Hosterman called fora 4-minute break, and thereafter reconvened the regular meeting <br />with all members present. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />16. Reviewed and commented on the Draft Land Use Element of the General Plan <br />Director of Planning and Community Development Jerry Iserson said staff had held a number of <br />workshops over the last few years, staff brought the draft Land Use Element to the Planning <br />Commission for input, and noted Janice Stern would give the staff report. <br />Principal Planner Janice Stern said the Land Use Element is a required element of the General <br />Plan. She gave examples of its mandatory elements, noted there was Planning Commission <br />review in July and a number of recommended amendments were proposed to the background, <br />text, goals, policies and programs section, there were added notations of properties in East <br />Pleasanton which are affected by noise from the Livermore Municipal Airport and the <br />Commission wanted inclusion of this in the element as it may impact future planning of those <br />areas. She said the Planning Commission also recommended a change of the definition of <br />gross developable acres, which was to exclude portions of a property with slopes of 25% or <br />greater. This item was discussed at a couple of workshops and staff noted they were able to <br />handle density issues through the Planned Unit Development process, and the Council directed <br />staff not to include policies related to eliminating portions above the 25% slope. The Planning <br />Commission still wished to make this recommendation; however, staff has not included it in the <br />attachments because it was contrary to the previous direction that was made. <br />Ms. Stern said several objectives emerged from discussions; 1) sustainable development; 2) <br />providing flexibility in determining the location of the remaining residential units within the <br />29,000 unit cap; 3) providing additional opportunities for development of affordable housing; and <br />4) contemplating future specific plans in the East Pleasanton and Hacienda areas. <br />Ms. Stern said staff was proposing to add new land use designations, both of which have been <br />discussed by the City Council in workshops; 1) mixed use-this would allow any combination of <br />business park, office, retail, research and development, community facilities and residential <br />uses in a single building or on a single site where the uses are integrated and designed as a <br />cohesive project. 2) Water management and recreation designation-this is proposed mostly <br />for the East Pleasanton area for lakes owned by Zone 7 which would allow water storage, <br />recharge, storm water management and limited recreation. She said in September 2005, staff <br />brought a list of potential areas that could be changed in terms of land use designation. The list <br />was reduced considerably and only a few areas have been identified where staff was <br />recommending land use changes to the map-the BART station at Stoneridge Mall Road to <br />change from Commercial to Mixed Use designation which would accommodate apartments and <br />some commercial. In the Hacienda Business Park area staff is recommending a change from <br />Business Park to Mixed Use, except for those areas already developed as residential. There is <br />also a property designated as Park and Recreation on Foothill Road which is a long tail of <br />property south of Happy Valley Road and west of I-680, extending almost to Sunol. The land is <br />mostly owned by the San Francisco Water District and staff is recommending that it be changed <br />to Agriculture and Grazing, except for two parcels immediately south of Happy Valley Road of <br />City Council Minutes 8 August 21, 2007 <br />
