_ Ms. Decker noted that if the Commission believed there was an inherent risk in allowing the <br />children to be in the care of an instructor while the parent left the site for coffee or errands that <br />would need to be conditioned accordingly. <br />Commissioner Pearce agreed with Commissioner Blank's assessment and noted that it was <br />common for parents of a six-yeaz-old, for example, to drop-off and leave their children at a class <br />while taking a younger child to the park. She would not support a condition that required the <br />pazents to stay on-site if they left the children with a qualified instructor. <br />Commissioner Fox expressed concern about child and sexual abuse in martial arts schools <br />following allegations made of such incidents against some martial arts instructors in the City of <br />Dublin. <br />Commissioner Blank agreed with Commissioner Peazce's comments and indicated that he would <br />not be able to support that amendment. He noted that his son had attended the karate school <br />Downtown from the time he was five yeazs old. He had watched the first several lessons and <br />was then able to leave after observing that the school was legitimate and safe. He would support <br />the condition requiring signing in and out but would not support a condition requiring the <br />parents/guazdians to stay on-site. <br />Commissioner O'Connor agreed with Commissioner Blank's assessment and believed that was a <br />parental choice to be made. <br />Ms. Decker summarized the proposed conditions of approval as follows: <br />1. Parents/guazdians/supervising adults will be required to pick up and drop off the child, <br />signing the child in and out of the facility; <br />2. Temporary signage will be reviewed and approved by the Planning Director; <br />3. Condition No. 9 will be amended to provide that no spray-painted windows shall be <br />allowed, and signage would be restricted to 25 percent of the window azea; <br />4. Condition No. 3 will be amended to add "plus or minus one-half hour" to the hours of <br />operation. <br />Ms. Harryman requested clarification with respect to older children who were able to get <br />themselves to class. Commissioner Blank noted that the oldest child allowed at the facility <br />would be 12 years old. Ms. Harryman suggested that the age limits be confirmed with the <br />applicant. Commissioner Blank suggested that the restriction would not apply to the evening <br />classes, which were specifically oriented towazds adults. <br />Ms. Decker noted that older children and adults were able to be enrolled. <br />Chairperson Fox noted that she would support language in the condition reading "children 12 or <br />under" and that the children would remain inside the premises until they were signed out and <br />picked up. <br />PLANNING COMMISSION MINUTES February 14, 2007 Page 4 of 14 <br />
