_ Commissioner Blank indicated that he would like to know what Commissioner Fox's concern <br />was that she wished parents to remain at the facility during their children's sessions. <br />Commissioner Fox responded that it was unknown if anything might happen and believed that it <br />was important to have parents on-site during instruction. <br />Ms. Decker requested that the Commission consider allowing the applicant to respond to the <br />proposed conditions. <br />Commissioner Fox stated that she believed that if the applicant did not agree, the applicant could <br />appeal the decision to the City Council. She continued that the Planning Commission could vote <br />to open up discussion with the applicant; however, she noted that the Planning Commission was <br />not necessarily desiring agreement from the applicant. <br />Chairperson Fox moved to open the public hearing. <br />Commissioner Blank seconded the motion. <br />Ms. Hangman noted that this discussion was taking place under the Consent Calendaz, and <br />requested that the Commission move this item to the Regular Agenda. <br />Commissioner O'Connor moved to place this item on the Regular Agenda. <br />Commissioner Blank seconded the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Blank, Fox, O'Connor, and Pearce. <br />NOES: None. <br />ABSTAIN: None. <br />RECUSED: None. <br />ABSENT: Commissioner 0-son. <br />The motion passed. <br />b. PUD-60, Christopher Andrews/Darrell Scherbarth <br />Application for Planned Unit Development to demolish an existing 2,125-squaze-foot <br />home and to subdivide the parcel into three lots to construct three custom homes. The <br />property is located at 2500 Vineyard Avenue, within the Vineyard Avenue Corridor <br />Specific Plan Area, and is zoned PUD-LDR/OS (Planned Unit Development -Low <br />Density ResidentiaU Open Space) District. <br />Commissioner O'Connor disclosed that Darrell Scherbarth was his neighbor and that he was <br />acquainted with him. <br />Commissioner Blank wished to bring attention to Condition No. 27, which addressed disclosures <br />and deed restrictions, and noted that this was discussed in detail at the workshop. Staff had been <br />working towards providing accountability with traffic engineering studies and other work <br />_ product from the joint group.
