Chairperson Fox noted that the Commission may not address issues brought up under this
Item and asked the Commissioners to open Item 7., Matters Initiated by Commission
Members to discuss this issue.

Chairperson Fox stated that at the last meeting, Commissioner Narum suggested having
another meeting and inquired if scheduling a special meeting on the first Wednesday of
May would work for the Commission and staff.

Commissioner Blank indicated that he would like to hear from staff regarding how much
backlog there is and that if there were a lot, the Commission could meet every week
th
starting April 18 until the backlog is done. Ms. Giffin noted that there are about ten
projects queued to come before the Commission, some of which may need a little bit
more work. She added that it might not be possible to have a meeting in the coming
week because of noticing requirements.

In response to Commissioner Blank’s inquiry why that would not be possible since the
noticing requirement is for 72 hours prior to the meeting, Ms. Giffin replied that while
State law requires a 72-hour notification, the normal procedure staff follows for public
hearing items is to put them in the newspaper and notify the neighbors ten days before the
hearing date.

Commissioner Blank inquired if there is a way to reach out to the community or if
projects that are more isolated in geography could be scheduled to ensure that appropriate
noticing happens. He recommended that the Commission hold weekly meeting until it is
caught up.

Commissioner Blank moved to hold weekly Planning Commission meetings until the
Commission is caught up with its backlog.
Commissioner Narum seconded the motion.

ROLL CALL VOTE:

AYES: Commissioners Blank, Fox, Olson, Narum, and Pearce.
NOES: None.
ABSTAIN: None.
RECUSED: None.
ABSENT: Commissioner O’Connor.

The motion passed.

th
Chairperson Fox noted that there would be a special meeting on April 18 and the first
week of May. Ms. Giffin advised that staff will also need to look at room availability.
Commissioner Blank noted that in the past when there would be a room conflict, the
Commission was able to meet in the School District’s Board Room.

PLANNING COMMISSION MINUTES April 11, 2007 Page 3 of 18
