Mr. Thorne concurred with Mr. Sullivan's comments. He would like for this process to <br />become institutionalized and a part of the way in which the City reaches conclusions for <br />contentious projects rather than allowing issues to fester between entities and neighborhoods. <br />He supported the project and the revised master expansion plan. <br />It was moved by Ms. McGovern, seconded by Mr. Brozosky, to adopt Resolution <br />05-067, a resolution denying the appeal of Case PAP-79 thereby approving the revised <br />master expansion plan, as shown in Exhibit B, to allow the expansion of the existing <br />church facility in three phases, to approve the design review (PDR-391) for Phase I <br />construction, and require, in the future, design review by the Planning Commission for <br />Phase II and Phase III. <br />Ms. McGovern believed it was important in communities for neighborhoods and <br />churches within neighborhoods to be in good working order and feel like they support one <br />another. She supported the revised master expansion plan, which would benefit and offer many <br />positive attributes to the entire community. <br />Mr. Brozosky recognized St. Clare's and the many positive attributes that it offers to the <br />entire community. He believed the consensus-building public process was successful. He was <br />hopeful this model could be used for future contentious projects within the City. <br />Mayor Hosterman said her expectations were exceeded and the consensus-building <br />public process provided an opportunity for neighbors to be recognized and heard. Consensus <br />was achieved between participation of Church and neighborhood representatives and through <br />staff and Ms. Willits participation and hard work. As a result of this process, the neighborly <br />relationship has been maintained between St. Clare's and the neighborhood. <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and <br />Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br />6b <br />Emeraencv item to discuss providing relief assistance to the victims of Hurricane Katrina <br />Mr. Fialho provided a brief report which included the establishment of a management <br />team comprised of key City personnel to develop an approach and strategy on how the City <br />could respond as a community consistent with the parameters and guidelines requested by the <br />President and Federal Emergency Management Agency (FEMA), as well as how the City would <br />typically handle emergency response protocol within the State of California. The project has <br />been named "Pleasanton Gives Hope" which includes several potential elements for Council to <br />consider and endorse. In addition to the project "Pleasanton Gives Hope," he acknowledged six <br />emergency personnel who have been dispatched to the scene. Two firefighters have been <br />dispatched to New Orleans and are involved in swift water rescue; three firefighters are in Biloxi, <br />Mississippi and are providing medical support, morgue management and incident command <br />services in coordination with the National Guard; and one Emergency Preparedness <br />Coordinator in Baton Rouge, Louisiana who is assigned to the American Red Cross for shelter <br />relief.
