Mr. Fialho mentioned that a number of alternatives had been discussed up to and <br />including removal of the roundabouts. He would rather defer the discussion about the <br />roundabouts until after staff provided an analysis to Council. <br />It was moved by Mr. Brozosky, seconded by Mr. Sullivan, to direct staff to proceed <br />with final design documents for the landscaping of New Vineyard Avenue between <br />Pietronave Lane and Fire Station No. 5, and defer action on the pedestrian signal at <br />Pietronave Lane and Vineyard Avenue until Council has an opportunity to review options <br />for dealing with the roundabouts on Vineyard Avenue, which may include among other <br />things, potential elimination of the roundabouts. <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and <br />Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br />It was moved by Mr. Sullivan, seconded by Mr. Thorne, to direct staff to proceed <br />with design landscaping plans for the conversion of Old Vineyard Avenue to a hiking and <br />equestrian trail. <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - McGovern, Sullivan, Thorne, and Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED DUE TO A CONFLICT OF INTEREST: Councilmember Brozosky <br />ABSTAINED: None <br />6f <br />Determination of Parkins In-Lieu Fee for the Downtown Revitalization District. <br />(SR 05:222) <br />Mr. Iserson presented the staff report. <br />Mr. Brozosky inquired about any new developments in the Downtown where this fee <br />would be applicable? <br />Mr. Iserson said this fee is applicable to new development and there are several <br />potential sites that have the potential to redevelop such as the Round Table Pizza parking lot, <br />the property located on the south end of Main Street and Bank of America. <br />Mr. Brozosky inquired about the boundary limits for this fee. <br />Mr. Iserson said this is referred to as the Downtown Revitalization District which covers <br />the area on the west side of Peters Avenue extending to Old Bernal up to the Arroyo and over to <br />include the majority of First Street. <br />Mr. Brozosky referenced discussions that occurred at the latest General Plan workshop <br />where it was discussed to intensify the use in the Downtown, including secondary units.
