Mayor Hosterman said the City has disaster plans in place and in addition, Council <br />recently approved a LEAP Program. She pointed out that the City has an active police and fire <br />department that are engaged in disaster readiness for the entire community. <br />Mr. Fialho said the City has a disaster preparedness program and plan. Staff <br />participates in simulated exercises twice a year, which involves the cities of Livermore and <br />Pleasanton. The events staff is responding to range from earthquakes to terrorist events. In an <br />emergency, the localities are on their own the first 48 hours in trying to deal with the situation, <br />which the City is aware of and tries its best to coordinate with surrounding jurisdictions to ensure <br />that the appropriate emergency personnel are on the ground to react. <br />Mayor Hosterman asked staff to share the City's Disaster Preparedness Program with <br />the community in the near future. <br />Ms. McGovern suggested utilizing Channel 30 to feature a program on disaster <br />preparedness. <br />Mr. Sullivan suggested agendizing the City's Disaster Preparedness Program at a future <br />meeting, which would allow the community to participate and ask questions. <br />It was moved by Mr. Sullivan, seconded by Ms. McGovern, to allocate disaster <br />relief funds in the amount of $20,000 to the American Red Cross Disaster Relief Fund to <br />provide immediate assistance to the victims of Hurricane Katrina. <br />Mr. Sullivan pointed out that for the long term, there may be other needs that the City <br />with the resources it has could possibly help. He wondered how this could be addressed? <br />Mr. Fialho believed the City needed to see what occurs over the next several weeks in <br />terms of identifying what are the particular needs. Currently, it is clear that cities affected by <br />Hurricane Katrina are in the relief mode and the most important step the City can take is to <br />provide the financial resources to get the job done. <br />Mr. Thorne pointed out that in the instance of an emergency, individual households need <br />to be provided information on what to do. <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and <br />Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br />6c <br />(SR 05:145) <br />Jim Wolfe, Director of Parks and Community Services, presented the staff report. <br />Mr. Fialho noted that what distinguishes this differently from a typical school site is the <br />size of the facility which leaves more of a community park atmosphere in the Donlon area and is <br />used by the community extensively as open space.
