church campus as well as the appearance of the neighborhood and the adjacent
park. In support of that, she pointed out her driveway empties into the pedestrian
walkway on Del Valle Parkway at the first stop sign coming from Hopyard Rd. She
believes this project is appropriate and should be approved.
Kris Moxley addressed the Council in support of the neighborhood and their desire
to work together in good faith toward a compromise. She indicated she supports
the growth of the church, but as a local realtor, she is concerned with the increased
traffic and the impacts it will have throughout the neighborhood and believes in
time it could decrease the value of homes in the neighborhood.
Gregory Crofton addressed the City Council in support of the church's proposal.
He indicated the Sonshine Preschool is an important public service and is a
wonderful program. He asked the Council to carefully consider options that, if
chosen, would potentially burden the church with additional costs. He commented
on perceived traffic impacts and implored Council to deny the appeal and approve
the project as it is.
Mike Hamilton addressed the City Council indicating the Sonshine Preschool is a
fabulous program and provides a great service to the community. He indicated it
would be a sad day if this project is not approved. He indicated he hopes the
Council will approve the plan.
Judy Merrigan addressed the City Council and indicated her driveway is directly
opposite of the driveway at Trinity Church. She indicated over the years their
traffic has increased tremendously and would appreciate if Council would approve
any of the plans that funnel traffic out onto Del Valle Parkway. She would like
consideration from the church to alleviate traffic in her front yard.
Tom Milus addressed the City Council indicating Sonshine Preschool does a great
job, but his concern is the long-term impact. His concern is regarding process and
language. He pointed out the Master Plan was not approved, but certain pieces
have been presented and approved. He also noted concern with process as it
relates to the Planning Commission Meeting where Commissioner Jennifer Pierce
recused herself because she lives in the area and Commissioner Ann Fox, whose
child attends Sonshine Preschool, did not recuse herself because she said her
child won't be there when the structure is finished. He noted he has a serious
problem with that. In January Commissioner Fox was still there and was still
advocating for the church's position. It did turn out to be a unanimous vote, but
there is no idea what it would have looked like had there only been three members
who could have voted. He indicated he is in favor of the church's project but has
serious concerns about the full-blown parking lot.
Jennifer Berrigen addressed the City Council indicating the new structure will not
add additional classes but will provide a nice new building. It will also provide
office space for existing staff. She noted there is no room for older youth to meet
and additional space is needed. Option #3 would disrupt the pre-school and the
City Council Minutes 9 March 20, 2007
