She urged the Council to deny the <br />appeal and to approve the plan that was approved by the Planning Commission. <br />Mike Berrigen addressed the City Council with concerns on Option #3 with regard <br />to licensing. He expressed concern with traffic being moved to Del Valle. <br />Pastor Beard indicated they believe in the project and have taken a lot of time with <br />members of the congregation, as well as their neighbors, to inform them. He <br />indicated he is disturbed to hear of those who are unhappy with the process and <br />sometimes that can't be helped. He urged the Council to deny the appeal and <br />uphold their plan approved by the Planning Commission. <br />Heather Brillhart commented the fact is that they all have to live together and <br />should be able to work together because people are more important than buildings. <br />She commented on parking issues and traffic and noted their congregation has <br />grown in size over the last few years. She noted the church has not had a positive <br />relationship with Pleasanton Valley Swim Club. She asked the City Council to <br />approve the option that has been recommended by city staff. <br />Mayor Hosterman closed the public hearing. <br />Council took a short break at this time. <br />Councilmember Sullivan believed this could be turned into a model process. He <br />noted his ultimate goal is to find a balance. He indicated he supports what the <br />church is doing, as they are a great asset to the community. He felt the core issue <br />for the neighbors is that the parking lots don't change. He said he is very <br />appreciative of the work the City Manager has done on this project and in coming <br />up with a reasonable compromise in Option #3. It lets the church expand the <br />building in the location and the shape and function that they want it, it allows them <br />to keep the modular school buildings in place so the school can continue to <br />operate until the building is built, and it gives them the orientation and the campus <br />feel that they are looking for. It gives the neighbors the core issues they were <br />looking for by keeping the parking lots the same and doesn't increase the burden <br />on Golden or Del Valle Parkway. He indicated in this case, with this compromise <br />and the additional work that staff has done since the Planning Commission, a <br />balance has been achieved <br />He suggested if Option #3 is selected, a condition should be added that the new <br />parking lot is not connected to Golden and one that would preclude the new <br />Golden parking lot from connecting to the existing Golden parking lot. He clarified <br />a proposed new condition whereby staff recommends a deferred improvement <br />agreement, secured by a performance bond, for the construction of that additional <br />parking area within a two year period of pulling the first building permit for either <br />the education center or the youth center. <br />City Council Minutes 10 March 20, 2007 <br />
