that would keep the primary burden of traffic and parking off Golden Road and still <br />keep the spirit of Trinity's project in place. She noted Option #3 is not her dream <br />plan, but does put together several important factors. Option #3 does not increase <br />parking on Golden Road, nor does it decrease parking with its access and egress <br />onto Del Valle Parkway. The balance of parking remains equal. The Plan allows <br />general placement of the church's buildings where they would like them and allows <br />the opportunity of no interruption to their preschool programs. She feels Option #3 <br />is a compromise for both parties and allows them to function more effectively as <br />neighbors. The neighbors would like to ask for certain assurances that the parking <br />lots would never be connected and that there would never be another driveway on <br />Golden Road. She noted they would like to be assured that this is the final build- <br />out for the church. She urged Council to support Option #3. <br />Paul Brillhart addressed the City Council on behalf of Fred and Jackie Martin who <br />could not be here. He read an email submitted by them which urged Council to <br />consider keeping the size of the parking lots as they are now so the traffic load is <br />at least shared between Golden Road and Del Valle Parkway where there are no <br />nearby residential driveways and the homes do not front the church property. <br />They urged the Council to overturn the Planning Commission's ruling and help <br />them find a better solution that will benefit both the church and the neighborhood <br />residents who must live with what goes on at the property seven days a week. <br />Pastor David Beard, applicant, addressed the Council and thanked staff for the <br />many hours they have worked on this project with him. He gave a background of <br />the proposal and the Master Plan for the property. He clarified that although the <br />Master Plan was presented, it was never approved. He noted what was approved <br />was the construction of specific buildings. The 1999 Plan supersedes the 1967 <br />Plan. He commented on the Church's vision through the Sonshine Enrichment <br />Center Preschool and how their Church benefits the community. He commented <br />on the negotiations with the neighbors and a number of changes and concessions <br />have been made. He commented on perceived parking issues regarding a parking <br />lot on Golden Road. He noted since the Planning Commission approval there <br />have been additional negotiations with the neighbors and new options have been <br />created. He noted Option #1 is their preferred compromise as it maintains the <br />integrated and unified campus of the buildings and provides safety by separating <br />the parking lot. He noted Option #2 would be an overly expensive plan that would <br />close portions of Sonshine, cut the number of students who could be served, would <br />result in a loss of jobs for employees and re-licensing issues. He also noted <br />Option #4 would be an undue burden on the congregation, ignoring all the previous <br />master plans. Not shown on this proposed plan would be the required third <br />entrance/exit in order for it to be workable. It would add $3 to $4 million to the <br />project costs, delay the building project by 10 years and initiate action under the <br />CEQA Act.
