Donna Decker, Acting Director of Planning and Community Development gave the <br />staff report and noted Heather Brillhart appealed the Planning Commission's <br />approval to allow Trinity Lutheran Church to complete its master plan. The <br />appellant expressed concerns with traffic, parking, and safety. At issue is whether <br />Trinity Lutheran Church should be allowed to complete its master plan to: (1) <br />construct an education building to permanently house the preschool program <br />currently operated in modular buildings; (2) construct a multipurpose room addition <br />to provide a designed location for its youth program; (3) relocate on-site parking; <br />and (4) revise and improve existing landscaping. As proposed by the applicant <br />and conditioned by the Planning Commission, the master plan and design of the <br />project would be compatible with the surrounding properties. The Planning <br />Commission's recommendation was presented and it was noted that staff <br />recommends that the Council find that there are no new changed circumstances or <br />information which require additional CEQA review of the project; make the <br />conditional use permit findings as listed in the Planning Commission staff report, <br />and approve Option 3 because, as a compromise plan, it balances the interests of <br />the church and the neighborhood, subject to Exhibit B, with the following additional <br />conditions: (1) The applicant shall start the construction of the new parking lot <br />within two (2) years from the date of commencement of the construction of the <br />education building and/or the multipurpose room addition (youth center); (2) The <br />applicant shall submit a revised master plan reflecting Option 3 site layout to the <br />Planning Director for review and approval prior to the issuance of a building permit. <br />This revised site plan shall include a revised landscaping plan, a landscaped berm <br />fronting Golden Road, and an updated tree report if necessary. <br />Councilmember Sullivan, regarding the 1999 Master Plan, clarified that the plan <br />has not been approved with the exception of the expanded sanctuary that exists <br />today, the administration offices, additional off-street parking and some additional <br />landscaping. <br />Councilmember Thorne questioned the cost difference between options 1 and 3. <br />He also clarified that option 2 does not connect the parking lots. <br />Councilmember McGovern clarified the number of parking spaces required is 52. <br />She clarified that the church has an easement for 14 parking spaces adjacent to <br />their site along with the rights to access the site from Golden Road and the aisle <br />width is included in the easement area. <br />Council discussion ensued regarding various parking scenarios and how they <br />might impact traffic circulation. <br />Mayor Hosterman opened the public hearing. <br />Heather Brillhart addressed the City Council as the appellant and noted she filed <br />the appeal because the project is incompatible with the neighborhood due to traffic, <br />circulation, parking and safety.
