MEETING OPEN TO THE PUBLIC <br />16. Introduction of newly promoted fire personnel <br />Councilmember McGovern asked Fire Chief Bill Cody to introduce the recently <br />promoted Fire Captains John Withers, Ralph Weilding, Craig Lakont and Eric <br />Roach <br />17. Public Comment <br />Kevin Close addressed the City Council regarding the inclusion of Sycamore in the <br />description of the reason for the bypass road and also in the preannexation as it <br />relates to Consent Calendar Item No. 12. <br />Fred Norman addressed the City Council regarding the number of troops killed in <br />Iraq since the last Council Meeting and asked for a minute of silence in their <br />memory. <br />Scott Nelson addressed the City Council and thanked the City for cleaning the <br />West Las Positas Bike Lanes. <br />Kay Ayala addressed the City Council noting she attended a town hall meeting <br />hosted by Assemblywoman Mary Hayashi at Valley Care Medical Center where <br />the topic was Health Care Reform. She commented attendees noted taxpayers <br />nearing retirement age are having a difficult time securing health insurance until <br />Medicare kicks in at age 65. Attendees also questioned how public employees can <br />retire at 50 and 55 with medical insurance 100% paid. She noted the answer was <br />these are negotiated contracts and that it is up to the governmental agencies to <br />renegotiate these contracts. <br />Mayor Hosterman noted that Council will be entering into negotiations with <br />employees in the coming months and discussions regarding those various issues <br />will be held. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />18. Public Hearing: PAP-105, Heather Brillhart, Appellant (PCUP-155/PDR-513, <br />Trinity Lutheran Church, Applicant) -Consider an appeal of the Planning <br />Commission's approval of an application for a conditional use permit and for <br />design review approval for the expansion of the existing Trinity Lutheran Church <br />consisting of the replacement of the existing temporary modular buildings with the <br />construction of an approximately 8,110-square-foot one-story education building to <br />the east of the existing Church facility; the construction of an approximately <br />3,108-square-foot multipurpose room addition to be attached to the south of the <br />existing Church facility, fronting Hopyard Road; the expansion of the existing <br />parking lot; and on-site landscaping removal and replanting.
