Councilmember Thorne indicated he does not want his non-support of Option #3 to <br />indicate he does not appreciate the efforts that staff put into trying to reach a <br />compromise solution. He noted his reason for not supporting #3 is that he is <br />concerned about the costs and the kids that have to walk out into that driveway. <br />Councilmember McGovern stated if you look at Option #3, you are covering that <br />site with asphalt, driveways and parking lots which will not be aesthetically <br />pleasing to the neighbors. She would much rather go with Option #1 and try to <br />keep some greenbelt between Pleasanton Valley Swim Club as well as the mature <br />trees and not jeopardize the licensing of the preschool. She noted her <br />appreciation for the work the City Manager did and he showed true caring by trying <br />to reach a good compromise. <br />Motion: It was m/s by Sullivan/Cook-Kallio to adopted Resolution No. 07-101 <br />approving Option #3 with additional conditions thereby approving a conditional use <br />permit and for design review approval for the expansion of the existing Trinity <br />Lutheran Church consisting of the replacement of the existing temporary modular <br />buildings with the construction of an approximately 8,110-square-foot one-story <br />education building to the east of the existing Church facility; the construction of an <br />approximately 3,108-square-foot multipurpose room addition to be attached to the <br />south of the existing Church facility, fronting Hopyard Road; the expansion of the <br />existing parking lot; and on-site landscaping removal and replanting. Motion <br />passed by the following vote: <br />Ayes: Cook-Kallio, Sullivan, Mayor Hosterman <br />Noes: McGovern and Thorne <br />Absent: None <br />19. Public Hearing: PUD-85-10-7M, Peter Shutts/Goble Properties -Consider an <br />application for a Planned Unit Development (PUD) major modification and <br />development plan to demolish an existing drive-through bank building and related <br />site improvements and construct an approximately 2,530-square-foot one-story <br />commercial building in its place at the property located at 5765 Valley Avenue. <br />Donna Decker, Acting Director of Planning and Community Development gave the <br />staff report and indicated the applicants propose to demolish the vacant bank <br />building and construct a new commercial building in its place, which would include <br />Peet's Coffee and Tea as one of the tenants. Staff and Planning Commission <br />believe that the project, as conditioned, is well designed and will be compatible <br />with the surrounding area. The applicants are in agreement with the Planning <br />Commission's recommended conditions of approval. <br />Staff believes the project will be a positive change to this underutilized site. The <br />project's proposed uses, building and site design, as proposed and conditioned, <br />are appropriate for the subject site and the surrounding area, conforms to the <br />purposes of the PUD Ordinance, and merits a favorable decision by the Council. <br />City Council Minutes 13 March 20, 2007 <br />
