neighborhood. She also noted that if the situation between the Swim Club and the <br />church is bad she would ask that the church send some members to sit down with <br />the Swim Club Board to work through things. She indicated the parking lot could <br />be decreased quickly by having an agreement with the Swim Club. She hopes <br />they can work something out. <br />Councilmember McGovern noted that when a church is in a community you can't <br />limit what services they offer due to the needs in the community. The Sonshine <br />Preschool is very valuable to the community and if Option #3 hurts the licensing of <br />the preschool, she does not think she could live with herself. She questioned if <br />there might be some other way to work through the parking space issue. She <br />concluded by stating she is leaning toward Option #1 at this point because Option <br />#3 would be covering the whole piece of property with driveways and parking lots. <br />Staff pointed out the three additional conditions added by the Planning <br />Commission which would be applicable to any of the options chosen. <br />Councilmember McGovern noted she read the Planning Commission minutes in <br />1999 and she was surprised to see not one member speak during the public <br />hearing. She clarified that the neighborhood has been noticed of that meeting. <br />Councilmember McGovern noted Commissioners Maas and Roberts were both <br />concerned about the u-turn on Del Valle at that time. Commissioner Maas <br />indicated she would support closing off the Del Valle Parkway driveway and <br />entering the parking lot only from Golden. Commissioner Roberts had expressed <br />perhaps sending it to the Traffic Committee because of the relating issues of <br />ingress and egress of the church in that area. <br />Councilmember Sullivan indicated his motion would include the two additional <br />conditions imposed by the Planning Commission regarding temporary conditional <br />use permits and that the condition be revised and allow the conditional use permit <br />to be valid for 18 months. The condition to require an unpaved but maintained <br />pathway would be stricken. <br />Mayor Hosterman indicated her support of Option #3 noting that it makes for a <br />good compromise. She noted she liked giving the church and the congregation the <br />opportunity to move forward with the project. She liked the configuration of <br />existing parking and the opportunity to maintain the parking as it is on either side of <br />the site as it supports the conditions of not allowing a second access from this <br />parking lot onto Golden as well as not allowing for access between those two <br />parking lots that are adjacent to one another on Golden. She indicated it is a <br />safety issue for children who are on the church site and does not create an <br />opportunity for people to take that access faster than they should. <br />She commented on the difficulty of balancing the interests of all parties. It is <br />difficult for the Council to make these decisions. She indicated she will support <br />Option #3. <br />City Council Minutes 12 March 20, 2007 <br />
