Councilmember Sullivan clarified there is an existing condition providing for a <br />landscaping plan and staff has offered that the applicant submit a revised master <br />plan reflecting Option #3 which would also need to include new grading plans, <br />landscaping, etc. <br />Motion made by Councilmember Sullivan to approve Option #3 with additional <br />conditions. <br />Councilmember Thorne clarified that staff has not been able to gain additional <br />engineering cost estimates because it is at a conceptual stage. The hope is that <br />this compromise plan would certainly alleviate any impacts with the Sonshine <br />Preschool, keeping it whole, and allow the church to move forward with its <br />structures and not build the parking area until the last. Any increased costs would <br />likely be due to construction costs escalating over time. <br />In response to the parking lot behind the school presenting safety issues, staff <br />responded this actually represents a similar plan that has been noted in the 1967 <br />plan. This plan seems to be workable and provides two-way traffic. Staff would <br />take a look at how wide the aisle actually needs to be and as the plan is refined, <br />the optimum widths would be considered. Staff believes with fencing and <br />adequate green space it would be workable. <br />Councilmember Thorne indicated he would like to go along with Option #3, but <br />expressed concern with the costs involved. He clarified Option #3 would not have <br />an impact on the operation of the pre-school -but others are disagreeing. At this <br />point, he noted he would be inclined to go with Option #1 which reduces the <br />parking size to accommodate the neighbors and it allows the construction of the <br />new buildings to proceed. <br />Councilmember Cook-Kallio suggested that part of the issue is that the Church <br />feels that they are at the end of the process and the neighborhood feels that they <br />are at the beginning of understanding what this is all about. She noted the church <br />is a valuable member of the community and provides programs that enhance the <br />community. The thing that concerns her is that they are talking about existing <br />traffic and everything that she has heard indicates the congregation is growing due <br />to what a good job their doing. To her, that means the traffic is likely to increase. <br />Understanding this is not a perfected solution for the church or the neighborhood, <br />she believed by keeping the two parking lots it provides an option later for putting a <br />left-hand turn lane into Del Valle if needed. She seconded the motion for Option <br />#3, including the additional conditions as stated. <br />Councilmember McGovern commented on compact spaces in the parking lot. She <br />noted she's looking at a way of trying not to have this entire piece of property <br />covered up with a driveway and parking lot. See noted a very big loss of green <br />space and trees in-between the Pleasanton Valley Swim Club and the parking lot. <br />She noted when you look at Option #3 it adds a huge driveway taking out green <br />space.
