It was noted that the Specific Plan does encourage and look to having grading beneath <br />the contouring of the existing lands, but in this particular case, staff felt that it was <br />reasonable to have it graded such that flat pads would be acceptable. <br />It was also noted the Specific Plan has been set up such that "rural character" does in <br />fact omit sidewalks to where the density is low and the fear in terms of people walking on <br />the streets, the traffic volumes are very low such that it would not be of detriment to the <br />neighborhood. <br />Councilmember McGovern indicated she is uncomfortable with that and believes this <br />does not feel like a rural development. She does think some of these developments <br />need to consider sidewalks so that children are not in the street. <br />Staff clarified that the construction would occur Monday through Friday from 8 a.m. to 6 <br />p.m. Councilmember McGovern believed that construction should not be an hour longer <br />and that it should stop at 5 p.m. <br />At the request of Council staff gave a review of the Specific Plan as it relates to this <br />specific site. <br />Mayor Hosterman opened the public hearing. Hearing no requests to speak, the public <br />hearing was closed. <br />Motion: It was moved by Councilmember Thorne to approve staff's recommendation. <br />Councilmember McGovern seconded the motion but still wondered if 8 a.m. to 5 p.m. for <br />construction hours until the houses are enclosed would be more appropriate. <br />Councilmember Thorne amended his motion to include the construction time change. <br />Staff indicated on Exhibit B there are two conditions that need to be changed. Condition <br />No. 11, sentence number two should read "The proposed location of the pump shall be <br />subject to the review and approval of the City Engineer..." With regard to Condition No. <br />13, the last sentence should read "The grading changes shall be subject to the review <br />and approval of the Planning Director." <br />Councilmembers Thorne/McGovern amended their motion approving introduction of <br />Ordinance No. 1974 to also include changes to the conditions of approval as noted by <br />staff. Motion passed by the following vote: <br />Ayes: Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />The Council recessed for three minutes. <br />17.
