by the City Council on December 19, 2006. The Mohr Avenue to Busch Road segment
is expected to be completed in early 2007. In anticipation of completing this work, the
Council requested that a proposed route for the Iron Horse Trail from the BART Station
to Santa Rita Road, including appropriate signage, be developeed for its consideration.
Following East Bay Regional Park District's originally intended alignment along the
railway corridor poses a number of physical and financial challenges. The Trails Ad Hoc
Committee and the Parks and Recreation Commission have reviewed these issues, and
offered recommendations for a temporary connector until a permanent solution can be
implemented.
Staff indicated there were 3 trail options considered which were
Option 1 reflects a potential route using existing City sidewalks and crossing a number of
major intersections (See Attachment 1) From the BART station, it travels along Owens
Drive to West Las Positas ;west fo Stoneridge Drive ;southeast to Santa Rita Road;
then heads south to pick up the newly constructed trail. This route crosses three (3)
major intersections. This is the option recommended by staff.
Option 2A (a modification of Option 2 originally discussed with the Trails Ad Hoc
Committee) also travels along Owens Drive, but heads southwest along Tassajara
Creek to Stoneridge Drive; continues east along Stoneridge Drive to Santa Rita Road;
then south to the new trail (Attachment 2). It should be noted that access to Tassajara
Creek is currently limited to Zone 7 Water Agency personnel for maintenance purposes.
Option 3, depicted on Attachment 3, would involve a number of street crossings (either
in the middle of the block or as an overhead pedestrian bridge), as well as require
access through Oracle's property, Creekside Park, and the Springhouse Apartment
Complex. Similar to other portions of the Iron Horse Trail, this alignment continues the
trail along the existing Alameda County Transportation Corridor. EBRPD prefers to align
the trail along the corridor to the greatest extend possible, acknowledging that there are
challenges with crossing major streets and traveling near private property.
The Parks and Recreation Commission recommended that the City Council: (1)Adopt
Option 2A as the recommended temporary connector from the BART station to the Iron
Horse Trail segment at Santa Rita Road, with all necessary signage; and 2) Direct staff
to work with East Bay Regional Park District to explore the feasibility of Option 3 as the
permanent Iron Horse Trail segment through Pleasanton.
It was also noted that staff supports Option 1 as the recommended temporary connector
from the BART station to the Iron Horse Trail segment at Santa Rita Road.
Staff reviewed the costs for each option. It was noted that once an option is agreed
upon by the City and EBRPD, discussions will be held regarding funding for signage
installation, maintenance, and public safety coverage for the selected trail route. While
the Iron Horse Trail is an EBRPD facility, the City has agreed to maintain the portion of
the trail between Santa Rita Road and Busch Road.
All options indentified in the report would require coordination with the management of
Hacienda Business Park. In addition, if Option 2A is chosen, coordination with Zone 7
Water Agency would also be required.
City Council Minutes 7 March 6, 2007
