Councilmember Thorne accepted the amendment and noted the business has until <br />Thursday, March 15`h to appeal the Planning Commission's action to add this specific <br />condition. <br />After Council discussion the City Manager restated the motion as follows: <br />The Council would approve the item as conditioned unless appealed by the applicant by <br />March 15`h. The appealed item would appear on a subsequent Council agenda for <br />review and discussion. The other item is more philosophical in nature and the Council <br />would have an opportunity to discuss their interests at a future joint City <br />Council/Planning Commission meeting. <br />Motion carried by the following vote: <br />Ayes: Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />PUBLIC HEARINGS AND OTHER MATTERS <br />16. Public Hearing: PUD-56, Michael Aminian/Mohsen Sadri -Consider an application for <br />PUD development to plan approval to allow three new single-family homes on an <br />approximately 2.45-acre parcel located at 865 Clara Lane, in the Vineyard Avenue <br />Corridor Specific Plan area <br />Donna Decker, Interim Planning Director, presented the staff report and indicated the <br />applicants propose to subdivide their existing parcel and construct three homes. The <br />applicants have agreed to implement all recommended conditions of approval as shown <br />in Exhibit B. Staff and the Planning Commission believe that the project, as conditioned, <br />is well designed and includes adequate measures to address neighbors' concerns. <br />Several neighbors on Gray Fox Circle are concerned about the visibility of the house on <br />Lot 1, a few neighbors on Clara Lane are concerned about the design of the Clara Lane <br />extension, and a neighbor on Ingrid Court is concerned about construction traffic on <br />Clara Lane. The project adheres to the Vineyard Avenue Corridor Specific Plan. <br />Staff gave a detailed presentation on the background, surrounding area, project <br />description and Clara Lane extension and infrastructure improvements. <br />Staff believes that as conditioned, the proposed development will be attractive. The <br />applicants, in staff's opinion, satisfactorily addressed all of the standards and guidelines <br />of the Vineyard Avenue Corridor Specific Plan for this area, including architectural and <br />landscape design criteria, grading, geotechnical concerns, etc. Therefore, staff believes <br />this will be an attractive addition to the City's neighborhoods and is consistent with the <br />Vineyard Avenue Corridor Specific Plan. <br />Staffs recommends Council make the finding that the proposed PUD development plan <br />is consistent with the General Plan, Vineyard Avenue Corridor Specific Plan, and <br />purposes of the PUD ordinance; and introduce an ordinance approving Case PUD-56 <br />subject to the conditions of approval recommended by the Planning Commission and <br />staff as shown in Exhibit B. <br />City Council Minutes 5 March 6, 2007 <br />
