Councilmember Cook-Kallio indicated this appears to be cumbersome to her. <br />Councilmember Thorne indicated by having them sign in and out shows their concern for <br />safety. He questioned if it is within the purview of the Planning Commission to prescribe <br />operational procedures such as this. He also questioned if the Council is going to <br />require this of private enterprise, why wouldn't they require the City of Pleasanton to do <br />the same, i.e. the Library facilities. <br />Mayor Hosterman suggested staff bring back the Planning Commission Minutes <br />regarding this matter and perhaps a short report on what transpired. <br />City Manager Fialho suggested that the Council consider approving accepting the <br />actions of the Planning Commission since the applicant did not protest the condition. <br />Staff can certainly provide background on the matter in writing and if Council would <br />desire a separate discussion with planning staff or the City Manager. <br />Staff explained there was an interest in providing the most secure environment for the <br />children. <br />Council discussion ensued regarding the necessity for signing-in and signing-out of <br />children and the means to enforce such a condition. <br />Motion: It was m/s by Cook-KalliolThorne to accept actions of the Zoning Administrator <br />and Planning Commission with the removal of the condition that all students 12 and <br />younger be escorted and signed into and out of the facility by their parents or adult <br />supervisor. <br />Councilmember McGovern commented on child safety based on other businesses and <br />traffic near this particular business. <br />City Manager Fialho suggested Council move forward with acceptance of the item as <br />presented including the condition and if the applicant wants to appeal that specific <br />condition, they could do so and have it brought back to the Council. <br />Councilmember Thorne expressed concern with the responsibilities and direction that <br />people are getting from the Planning Commission. <br />Mayor Hosterman agreed and pointed out there are two subjects being discussed, one <br />being the subject of the condition and the other being the role of the Planning <br />Commission in addressing these types of issues. She asked staff to put together <br />something for the Council to look at to have additional discussion. <br />City Council discussion ensued regarding if this particular type of condition is being <br />placed on similar businesses across the board and if this is within the discretion of the <br />Planning Commission. <br />Councilmember Cook-Kallio indicated she would be willing to accept the use permit as <br />presented with the exception that she does not want this to be a slippery slope and that <br />the Council needs to talk about the Planning Commission putting conditions on <br />companies in that manner.
