MEETING OPEN TO THE PUBLIC <br />13. Recognition of Valley Care Health System for receiving the bronze CAPE (California <br />Awards for Performance Excellence) Award <br />Councilmember Cook-Kallio presented the commendation to Ken Mercer, Valley Care <br />Vice President. <br />14. Presentation to Tulancingo-Pleasanton Sister City Student Exchange Program <br />participants <br />Councilmember Cook-Kallio presented commendations to program participants, Caitlin <br />Stanley, Malina Catlett, Chelsea Heimbaugh, Randi Olsen and Annalee Sanborn <br />15. Public Comment <br />Jack Dove addressed the Council regarding the ACE Train and parking issues. He <br />commented on efforts to establish a permanent location and the lack of parking in the <br />downtown. He noted they are trying to ensure that an ACE Train Station is established <br />with a strong recommendation that it be located near the fairgrounds. He commented on <br />available parking space near the Firehouse out to the Arroyo and indicated he hopes <br />they can make that work. <br />Scott Nelson addressed the Council regarding the upcoming Iron Horse Trail completion <br />and added that bicycle lanes in Pleasanton need more attention. <br />Jack Hovingh addressed the Council regarding sound walls that should be repaired, <br />congratulated the Council for hiring Police Chief Frasier, and commented on issues <br />regarding pedestrian traffic and the need for enforcement. <br />Fred Norman commented on his disappointment that the City Council has done nothing <br />to stop the war in Iraq and expressed his continued desire to see the Council have a <br />moment of silence for those dying in Iraq. <br />Pulled Consent Item No. 6 -PCUP-187, Eileen Yang, Pelican Learning Center <br />Donna Decker, Interim Planning Director gave the staff report and overview on the <br />actions of the Planning Commission regarding PCUP-187. <br />Kurt Kummer addressed the Council in support of them being allowed to relocate. He <br />questioned the condition of approval that requires parents to sign-in and sign-out their <br />children and validity of having this condition. <br />In response to Council question, this particular petition is to allow up to five children at <br />each session. The purpose of the condition is that the Planning Commission has <br />indicated some concern that these tutoring facilities are acting as though they may be <br />childcare facilities in that there needs to be some sort of control or idea of who is <br />attending or not and to provide a more secure environment for the children. <br />Councilmember McGovern clarified that the applicant has agreed to this condition <br />City Council Minutes 3 March 6, 2007 <br />
