She added she feels this is more of an <br />opportunity to provide, as soon as possible, a way in which people on bikes can get <br />across that section of town. <br />Councilmember Thorne indicated since there seems to be a majority for Option 1, and <br />although he preferred Option 2A, he would support Option 1 as he did not want to be <br />viewed as voting against the project. <br />The following vote was taken on the substitute motion: <br />Approved Option 1 (from the BART station along Owens Drive to West Las Positas; west <br />to Stoneridge Drive; southeast to Santa Rita Road; then head south to pick up the newly <br />constructed trail) as the temporary connector from the BART station to Iron Horse Trail <br />segment at Santa Rita Road. <br />Ayes: Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />18. Zone 7 presentation on the Stream Management Master Plan <br />Rob Wilson, Director of Public Works introduced General Manager for Zone 7, Jill <br />Duerig. Ms. Duerig introduced Carol Mahoney, Project Manager from Zone 7, and Brad <br />Ledesma from West Youst and Associates who made the primary presentation. <br />They gave an extensive overview which included details on the plans and described the <br />current and future direction of important flood control and environmental/community <br />enhancing plans and their related projects within the City and the Tri-Valley area. <br />Mayor Hosterman questioned, philosophically, the future of our watershed and whether <br />or not we continue to condition land uses on acquisition of property and utilization of <br />property for detention in the event of these 50 and 100 year floods; or does it make more <br />sense to talk about maintaining the permeability of surface land and looking at that as <br />we look at future development. <br />Ms. Mahoney responded maintaining floodplains is a priority of Zone 7 and one of the <br />things they will look at is partnering with the Regional Board and other land use agencies <br />who are going to make these decisions to help them understand the dynamics of what it <br />means when an area is in a floodplain and what that means when it is taken out. <br />Because Zone 7 is not a land use agency it is hard for them to step forward and force <br />the issue. <br />Mayor Hosterman pointed out that there are some other opportunities for the future to <br />address flood control. She questioned if Zone has an interest in looking at some of <br />those other opportunities and partnering not only with cities but other agencies as well <br />and looking at it as a holistic watershed approach. <br />Ms. Duerig indicated they are trying to do that. <br />Mayor Hosterman commented on the inclusion of a Water Element in the General Plan <br />City Council Minutes 10 March 6, 2007 <br />
