Bill Rose addressed the Council applauding the long-term goals of the Trail, but spoke to <br />the short term goals. He indicated he sees a mindset that when a Trail is put in that it <br />will be good for someone ranging from Lance Armstrong to someone riding a tricycle. <br />He added commuters won't use the sidewalks and stressed the need for bicycle lanes in <br />Pleasanton. <br />Mayor Hosterman closed the public comment. <br />Councilmember Sullivan noted people who are more serious about riding bikes will not <br />ride them on sidewalks. He noted many of the sidewalks, especially through the <br />Hacienda Business Park, have fire hydrants, signs, etc that are hazards. That area <br />would be available to walkers, less serious riders, i.e. moms, dads, kids, would use that <br />route and would serve that need. Option 1 or Option 2A would establish that route <br />through town and he indicated he felt it was important to do that only if it's somewhat <br />symbolic as an interim solution. He noted the importance of looking at bicycle lanes in <br />town and suggested staff pursue some bike lanes along the interim route where feasible. <br />Councilmember McGovern commented it does enhance the experience to go down to <br />the Arroyo because it is a different type of habitat. She noted if she were going for a <br />walk, she would not walk that walk, it is right next to Owens Drive and right next to Santa <br />Rita, it's noisey and there are many cars. She, too, noted the need to look at the bike <br />lanes in Pleasanton and would be supportive of adding them along portions of the <br />temporary trail. She noted she is glad to see that this is moving forward and that it won't <br />take seven years to complete. <br />Councilmember Thorne agreed with what has been said. He agrees that the bike lanes <br />need to be reviewed. He indicated he would tend to support Option 2A, indicating he <br />would rather have atrail/bike experience rather than sidewalks and he doesn't feel the <br />cost to do that would be that much. He would also like to see this signed as the "Route <br />to the Iron Horse Trail" . <br />Motion: It was m/s by Thorne/McGovern to support Option 2A <br />Councilmember Sullivan indicated he prefers Option 1. He added in some ways this is <br />very temporary and the expenditure of extra money for 2A will not really give you that <br />"trail " experience that people want to have. He would like the motion to say that <br />Council wants staff to help the Park District to prioritize this and get Option 3 moving <br />along as best we can. <br />Councilmember Sullivan made a substitute motion to approve Option 1 and direct staff to <br />work proactively and diligently with the Park District to get the long-term solution in <br />place. Councilmember Cook-Kallio indicated she supports that idea. <br />Councilmember Sullivan clarified that his substitute motion would include the adding of <br />bike lanes, where feasible. Mayor Hosterman seconded the motion. <br />Councilmember McGovern indicated she will support Option 1 because it does add a <br />difference experience. <br />Mayor Hosterman indicated she likes the idea of moving forward with something that <br />doesn't have to be improved, more money doesn't have to be added later, and she likes <br />City Council Minutes 9 March 6, 2007 <br />
