priorities for the upcoming two years. He went over the priorities in further detail and <br />asked for Council approval of the work plan. <br />Councilmember Thorne questioned the User Fee Study and clarified the City has hired a <br />company to help identify opportunities for enhancing the City's fee structure. He noted <br />some of the recommendations the Council can expect to see in the next four to six months <br />would be cost recovery figures. <br />City Manager Fialho indicated the General Fund is subsidizing almost 100% of the <br />development services. The notion of development paying for itself in Pleasanton does not <br />currently exist, at least from a development services perspective and believes that inequity <br />needs to be addressed and corrected. <br />Mayor Hosterman opened the item for public comment <br />Kevin Close addressed the City Council regarding the Callippe golf course and indicated <br />he hoped future meetings are noticed to the whole community. <br />Hearing no further requests to speak, public comment was closed. <br />Councilmember McGovern noted her concern with how the process was done this time <br />and feels the work plan should come to the Council in a workshop with staff before it goes <br />to committees. Her biggest concern was that so many priorities would be taken on that it <br />would actually dilute what can actually get done in a meaningful time. She expressed <br />concern about the workload, and noted that she would work with these priorities for a year <br />and determine if they need to be honed down. She noted when the commission responses <br />came back; she thought the minutes were to reflect that there was consensus for each one <br />of the points. She indicated after she voted, she found out that was not the case. To her it <br />is important that if the commissions are looking at the Council's work plan that they <br />honestly reach agreement as to what their putting forward to add to the list is truly <br />important to them as part of their role as a commissioner. She added she believes this is <br />a heavy work plan. <br />Councilmember Thorne asked if there was a possibility that the Council could include as a <br />part of their work plan an effort to try to get some kind of MOU that locks in support for the <br />Triangle study between the three cities. <br />City Manager Fialho indicated within the next 30 to 60 days the study recommendations <br />will be made regarding regional improvements. Because this is such a significant policy <br />issue, it is likely that each respective city and the county will bring the recommendations to <br />their individuals bodies so they understand what the direction is before final ratification is <br />made by the triangle group. <br />In response to Council question, the Mr. Fialho explained the process by which these <br />priorities were brought together for the work plan. <br />Councilmember Sullivan agreed that that in the future, he would like to see a better way of <br />getting commissioner's input, perhaps through workshops. <br />Motion: It was m/s by SullivanlThorne to approve the Annual Work Plan for 2007/08. <br />Motion passed by the following vote: <br />City Council Minutes 8 February 20, 2007 <br />
