John Carroll addressed the Council in support of Mr. O'Conner and suggested he receive <br />the appointment since he was the alternate and has been doing a great job. <br />Hearing no further requests, public comment was closed. <br />Mayor Hosterman again remarked that her reasons for not appointing Mr. O'Conner are <br />related to discussions that she would like to have with him prior to airing anything publicly. <br />She noted that her goal in interviewing applicants was to provide as much balance on the <br />Planning Commission as possible. <br />Councilmember McGovern indicated she feels she owes a public apology to Mr. O'Conner <br />for not standing up strongly at the last meeting by not asking that he be put in the regular <br />position of the Planning Commission. She indicated she appreciates the Planning <br />Commission and their input. She asked Council to reconsider the idea of appointing Mr. <br />O'Conner as the regular member and appointing Ms. Narum as the alternate. <br />Councilmember Sullivan indicated he has previously served on the Planning Commission. <br />He added the Mayor is in the leadership position in the City and in the position to interview <br />and appoint commissioners with the ratification of the Council. He noted this is not the first <br />time an alternate was not moved into the regular position. He indicated he understood the <br />position of the commission, but stressed it is the Mayor's discretion to appoint who she <br />feels is appropriate. He indicated Mr. O'Conner has done a great job and belives Ms. <br />Narum will be a great commissioner as well. He indicated that he supports the Mayor's <br />request to appoint Kathy Narum. <br />Councilmember Thorne indicated he was on the Parks and Recreation Commission for 10 <br />years. He added the Mayor has made her choice for whatever reasons and is supportive <br />of her decision. <br />Councilmember Cook-Kallio indicated she supports the Mayor's choice. <br />Councilmember McGovern questioned why the Council is asked to ratify an appointment. <br />She believes the policy should be changed in that to ratify the appointment by the Mayor, <br />the Council should be in agreement. <br />Motion: It was m/s by SullivanlThorne, to ratify the appointment of Kathy Narum to the <br />Planning Commission. Motion passed by the following vote: <br />Ayes: Councilmember Cook-Kallio, Sullivan, Thorne, Mayor Hosterman <br />Noes: Councilmember McGovern <br />Absent: None <br />Councilmember McGovern advised that her no vote was not against Ms. Narum and <br />indicated she believes Ms. Narum will be a good Planning Commissioner. <br />13. Review and approval of the City Council Annual Work Plan for 2007/08 <br />City Manager Fialho reviewed the process of prioritizing the proposed work plan and how <br />that information was formulated. He presented aslide-show depicting the 14 strategic <br />City Council Minutes 7 February 20, 2007 <br />
