PUBLIC HEARINGS AND OTHER MATTERS <br />12. Pulled from the agenda -Public Hearing: PCUP-165/PDR-529/PUD-81-25-7M, Regency <br />Centers (Don MacKenzie and Pete Knoedler)/Home Depot: Consider an application for a <br />PUD major modification, conditional use permit, and design review approval to allow the <br />construction of 193,481 square feet of commercial area, including a Home Depot building <br />supply store and garden center, a Longs Drugs pharmacy with drive-through, and <br />miscellaneous neighborhood retail stores including one drive-through, on an approximately <br />16-acre parcel located at 3450 Stanley Boulevard, at the Valley Avenue/Bernal <br />Avenue/Stanley Boulevard intersection, in the Stanley Business Park <br />Consent Calendar Item No. 5 - Adopt a resolution ratifying the Mayor's appointment to the <br />Planning Commission <br />City Manager Fiahlo gave a presentation on the proposed appointment of Kathy Narum to <br />the Planning Commission. <br />Mayor Hosterman opened the item for comment. <br />Mary Roberts addressed the Council noting the usual procedure for appointments to <br />commissions. She indicated when appointments are made, usually the alternate <br />commissioner is moved to a regular position and the new appointment is placed in the <br />alternate position. She indicated she hoped the Council would discuss why Commissioner <br />O'Conner was not advanced to the regular position. She also voiced her concerns <br />regarding the upcoming certification of the EIR for the General Plan. <br />Mayor Hosterman recognized this was a public process, but finds it uncomortable to talk <br />about an individual's qualifications, or lack thereof, publicly. She indicated she does not <br />want to have a conversation publicly about Mr. O'Conner because she had not had an <br />opportunity to speak to him privately first. <br />Anne Fox addressed the Council indicating she has nothing against Kathy Narum but is <br />requesting that the Council move Mr. O'Conner to the regular member status of Planning <br />Commissioner and have Kathy Narum appointed to alternate. She indicated her support <br />for Mr. O'Conner and stated he has proved to be a good choice for the Planning <br />Commission. She noted Mr. O'Conner's diligent attendance at meetings and stated she <br />strongly feels he should be given the appointment to the Planning Commission. <br />Philip Blank addressed the Council noting whoever is appointed they will be welcomed at <br />the Planning Commission. He stated he feels it is at the Mayor's discretion as to who is <br />appointed and she does not owe the public an explanation as to her choice. He indicated <br />he does feel the Mayor owes Mr. O'Conner an explanation and read an a-mail that he <br />received from Mr. O'Conner on Friday, Feb. 16th. He went on to comment on Mr. <br />O'Conner's service as an alternate on the Planning Commission and indicated he felt Mr. <br />O'Conner deserved the appointment. <br />Brian Arkin addressed the Council on behalf of Greg O'Conner's good character. He <br />stated he feels Mr. O'Conner deserved the appointment and that he has done a great job <br />as an alternate on the Planning Commission.
