suggested adding a signed crosswalk from the overflow parking lot to the other <br />side. <br />Mayor Hosterman noted she has the same concern as Councilmember Sullivan <br />regarding the CEQA process. She clarified if the Council decides that it wants to <br />go through the environmental process then the Council is in effect deciding it is not <br />categorically exempt and therefore the project would not be approved. The <br />Council could find the project categorically exempt, approve the project, and then <br />ask that the environmental analysis be looked at, but that would be rather useless. <br />Mayor Hosterman clarified with staff that they did do their review and did give this <br />project a categorical exemption. <br />There was no second for Councilmember Sullivan's motion. <br />Motion: It was m/s by McGovern/Thorne to adopt Resolution No. 07-087 denying <br />the appeal and upholding the Planning Commission's approval of the applications <br />for: (1) design review approval to modify the Saint Elizabeth Seton Church Master <br />Plan to construct an approximately 22,296-square-foot parish center building with <br />gymnasium and related site improvements on the existing Church site; and (2) a <br />variance from the Municipal Code to allow the proposed parish center building with <br />gymnasium to be approximately 34 feet, and with the additional conditions to <br />include a crosswalk on Rheem Drive from the overflow parking to the church side; <br />that a measurement of noise be done on the project once the gym and conference <br />area are in use; that a Pastoral Council Liaison be selected to the HOA; and, that <br />the architect design the building to reduce the height of the gymnasium as much as <br />possible. <br />Councilmember McGovern commented that she is looking to have a compromise <br />between the two issues and try to get some assurances that dialog will continue <br />with the community. She concluded by indicating if parking becomes a problem, <br />there is a condition that requires additional parking offsite or that it have a <br />temporary lot. <br />Mayor Hosterman indicated she will support the motion. After hearing all the <br />testimony and going through the agenda report, she felt this is going to result in a <br />addition to the neighborhood. She felt the outstanding issues can be addressed <br />through the liaison. Traffic and additional parking needs will be addressed as they <br />come up in the years ahead. She commented that noise and safety issues can be <br />addressed adequately. <br />Councilmember Cook-Kallio acknowledged the emotional pleas from the neighbors <br />and noted it was the Council's job to balance those with the needs of the <br />community. <br />Councilmember Sullivan commented that he will not be supporting the motion. He <br />appreciated Councilmember McGovern's modifications as they will help, but he felt <br />City Council Minutes 11 January 16, 2007 <br />
