She questioned if there are <br />other commercial buildings on Rheem Drive that could be approached by the <br />church to see if additional overflow parking could be secured. She added this is a <br />conditional use permit and she believes the church is going to grow. She believes <br />there are other factors, besides Rheem and Stoneridge, in which the church could <br />get additional parking for future growth. <br />Councilmember McGovern clarified that the Council could ask that the church look <br />at trying to reduce the height of the gymnasium as much as possible through the <br />conditions on the project. She questioned if the Council could ask that the Pastoral <br />Council form a liaison person to the HOA and meet with the HOA as part of the <br />conditional use permit to identify ongoing problems. She also asked that a <br />condition be added to address that once the building is in use, that decibel studies <br />be done to ensure they are within the condition of 60 decibels. <br />Lastly, she indicated she hopes that by looking at these issues, a dialog continues <br />to show good faith to the community through addressing traffic, noise and parking. <br />Mayor Hosterman clarified there have not been any significant noise complaints at <br />St. Elizabeth's. She also clarified significant funding is in place for the church to <br />move forward with construction this summer, but they are still looking for a <br />response on a loan from the Diocese. <br />Councilmember Sullivan voiced continued concern regarding the lack of <br />environmental review on this project which, if done, would identify traffic and noise <br />problems. He noted parking and safety issues. He additionally stated he feels it is <br />important that the Council have the benefit of the full discussion of the Planning <br />Commission by waiting for the approved minutes. He is supportive of being <br />flexible, but in this case he feels the flexibility has been for the benefit of the church <br />and to the detriment of the neighbors. He would like to see a balance for the use <br />that the church wants with the impacts to the neighbors, especially since the plan <br />is being changed. He did not feel the issues of the neighbors have been <br />addressed adequately. <br />Councilmember Sullivan proposed utilizing afacilitator/mediator to work with the <br />church and the neighbors. <br />Motion: It was moved by Sullivan to uphold the appeal. Due to the lack of a <br />second, the motion failed. <br />Councilmember Thorne indicated he feels the church has done an outstanding job <br />in responding to the neighbor's concerns and would not support delaying this <br />project any further. He feels there has been sufficient time to work with the <br />neighborhood. The parking situation should work, or it can be revisited. He <br />indicated he supports staff's recommendation and would also support the <br />conditions that Councilmember McGovern wanted to add to the project.
