Continued to January 30, 2007 Joint City Council/Planning Commission <br />Workshop status report on the General Plan update and discussion of the Draft <br />Community Character Element of the General Plan <br />Councilmember McGovern said she submitted some changes that she would like <br />the Council to consider. <br />25. a. Continued to the February 6, 2007 review of the updated draft Financing Plan <br />for Vineyard Avenue Corridor Infrastructure Improvements <br />b. Continued to the February 6, 2007 approval of plans and specifications, <br />review bids and award contract to Gateway Pacific Contractors, Inc., in the amount <br />of $231,312.00; for Turnout No. 6 Improvements and award contract to JBM <br />Construction, Inc., in the amount of $1,785,700.00 for the Vineyard Avenue <br />Booster Pump Station and approve contingencies for both projects to cover <br />construction management, soils/materials testing, landscaping and construction <br />contingencies for these facilities. <br />26. Review of the Draft Housing Needs Allocation Methodology for 2007-2014. <br />Assistant City Manager Bocian gave a brief report and asked that the Council <br />authorize Mayor Hosterman to forward a letter to the Association of Bay Area <br />Governments reflecting the City's comments on the ABAG Draft Regional Housing <br />Needs Allocation Methodology. He noted three issues of concern that were <br />addressed in the letter: <br />• The RHNA should discourage housing in areas adjacent to gridlocked <br />freeway systems as the new units will most likely further impact traffic <br />conditions. <br />• Consideration should be given to areas with unusually high housing costs <br />which should not have the same affordable housing burden as those with <br />lower housing costs. <br />• ABAG should consider a new definition of jobs/housing balance that identifies <br />the goal of securing housing near employment centers rather than a definition <br />that views the matter as jobs/housing within a particular jurisdiction. <br />City Council Minutes 12 January 16, 2007 <br />
