<br />noted a recent accident that took place there last week and stressed the need for the <br />traffic signal. <br /> <br />City Manager Fialho commented that he has asked the Traffic Division and the Police <br />Department to return in the next 30 days with a recommendation on how to improve <br />the safety of the crosswalk. <br /> <br />Dolores Bengston addressed the Council concerning the Oakgrove Project PUD-33. <br />She expressed her concern with the deletion of trails and the public access to the <br />project's proposed 497 acres of public open space. Alternative 4 is now the preferred <br />project and she feels that project does not have the trails or the staging area in it. She <br />encouraged those that are interested in how those public lands will be used to attend <br />those meetings, read the staff reports and take an active role in the process. She <br />noted when the Oakgrove project was initially proposed it had 98 homes on the site. <br />The project also included a well-placed public staging area and a complete network of <br />internal trails as well as a segment of the future regional trail. Those trails were <br />consistent with the 1993 approved community trails master plan. She encouraged the <br />Council preserve the open space. She submitted a letter detailing her comments for <br />the record. <br /> <br />Becky Dennis said she agreed with statements made by Ms. Bengston and gave <br />further history of the area in question. She voiced concern with the condition to delete <br />the staging area and internal trails. She noted that she has reviewed the EIR and <br />other project materials and has found no reasonable explanation for this change, nor <br />could she find any problem or neighborhood impacts that would prevent the City from <br />adding back in the trails and the staging area should they choose to do so. She <br />encouraged interested citizens to attend all the upcoming meetings regarding this <br />project in order to protect their future access to the southeast hills. <br /> <br />5. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />6a. Public Hearing: Pleasanton Downtown Business Improvement District Advisory Board <br />Report and Budget and Levy of the Assessment for 2007 (SR 06:286) <br /> <br />Dave Culver, Director of Finance gave an overview of the PDA Advisory Board report <br />and budget for 2007. He indicated the Advisory Board is not recommending any <br />modifications to the district boundaries or to the method of levying the assessment. It <br />was noted that the adoption of the budget would enact the 2007 assessment levy. <br /> <br />Staff recommended approval of the Resolution accepting and approving the report and <br />Annual Budget of the Pleasanton Downtown Association Advisory Board and Levying <br />the Annual Assessment for 2007. <br /> <br />Discussion ensued regarding assessments for retail and non-retail establishments and <br />that that issue has not been reviewed in ten years. It was noted the next opportunity to <br />review assessments would be over the next year and completed through the annual <br />assessment process where the formula is reviewed. <br /> <br />Christine Salidivar addressed the City Council and shared the PDA's many <br />accomplishments over the last year and thanked the City for their continued support. <br /> <br />City Council Minutes <br /> <br />5 <br /> <br />December 19, 2006 <br />
