<br />Mayor Hosterman opened the public hearing. Hearing no requests to speak, the <br />public hearing was closed. <br /> <br />Councilmember McGovern commented on improvements to be made in the downtown <br />and asked if the City notifies the neighborhoods next to Main Street of street closures. <br />Staff responded that they do send notifications when events are scheduled. <br /> <br />Motion: It was m/s Sullivan/Cook-Kallio to adopt Resolution No. 06-079 accepting and <br />approving the Report and Annual Budget of the Pleasanton Downtown Business <br />Improvement District Advisory Board and Levy of the Assessment for 2007. Public Hearing: PUD-93-02-8M/PCUP-181, Michael Callahan, applications for a <br />major modification to the Ruby Hill PUD development plan to allow: 1) the construction <br />of an approximately 19,872-square-foot event center with a 4,800-square-foot wine <br />tasting facility, and 2) using the existing farming buildings for wine production, barrel <br />storage and equipment storage, and for a conditional use permit to allow the operation <br />of the event center and winery/wine tasting facility and for alcoholic beverage service <br />at the event center after 10:00 p.m.; and consider the Negative Declaration (SR <br />06:287) <br /> <br />Jerry Iserson, Director of Planning and Community Development, gave the staff report <br />and overview of the proposed development. He noted the subject site is located <br />adjacent to the Vineyard Avenue Corridor Specific Plan area. The General Plan for <br />this area encourages uses which relate to the outlying wine country and calls for <br />creating an attractive gateway to the Livermore Valley wine country and for <br />implementing wine country architectural and landscape design theme throughout the <br />corridor. The proposed event center and winery facility is consistent with the South <br />Livermore Valley Area Plan, and by classifying the proposed facility as a conditional <br />use, the City would have control over the operational aspects of the use, ensuring that <br />potential issues such as noise, parking, and traffic can be controlled. Staff and the <br />applicant have worked with Ruby Hill homeowners to refine the plan and to reduce <br />impacts on the neighborhood. <br /> <br />The applicant requests a major modification to the approved PUD to: (1) construct an <br />approximately 19,716-square-foot event center with an approximately 4,800-square- <br />foot wine tasting facility; (2) use the existing single-family residence as the caretaker <br />unit for the vineyard; (3) use the existing agricultural buildings for wine production, <br />barrel storage, and equipment storage. <br /> <br />Staff reviewed the site design, parking and circulation, traffic, noise, building design, <br />signage, landscaping, drainage and compliance with LEED. <br /> <br />City Council Minutes <br /> <br />6 <br /> <br />December 19, 2006 <br />
