<br />withdraw their request for a temporary construction easement, but they hope their two <br />requests for the permanent easements for the pipeline and the driveway would be <br />separated from that request. <br /> <br />Mr. Fialho noted it was not staff's intent to couple those two issues, but it is an issue that <br />the Council needs to be aware of. He indicated they do have the request to use the site <br />as a staging area, and at least the initial proposal would result in the closure of the trail. <br />Staff feels they can work cooperatively to keep that trail open as much as possible, but if <br />we can't, the alternative might be to stage it somewhere else, which Zone 7 has <br />indicated would most likely be their preference. He would like to have a discussion with <br />them to see if they can come up with something that works for everyone. From a <br />community's perspective, we would want to keep the trail open as much as possible <br />because of the construction timeline being anywhere from a year and a half to two years. <br />If the issue of closing down the trails for a two year period arises, that issue will be <br />brought back to the Council for direction. <br /> <br />Councilmember McGovern clarified they intend to break ground on this project in April or <br />May of 2007 and hope the facility will be online by the summer of 2009. She questioned <br />if the staging is done on Parcel "A" and the trail is used to get across to the property, <br />could it be done during rainy weather. Ms. Duerig felt that could be done. <br /> <br />Councilmember McGovern clarified the surface water being used will not degrade the <br />groundwater basin. She additionally clarified the easement before the Council does not <br />in any way affect the park itself and whether or not it can be expanded in the future. It <br />was noted there is an existing irrigation system on the site, but as part of the <br />improvements to be made by Zone 7 it will be enhanced and the landscaping will be <br />improved. The Hacienda Business Park is responsible for the year-to-year <br />maintenance. <br /> <br />Mayor Hosterman opened the public hearing. Hearing no requests, the public hearing <br />was closed. <br /> <br />Motion: It was m/s by Sullivan/Cook-Kallio to approve staff's recommendation to <br />approve the Grant of Easements to Alameda County Flood Control and Water <br />Conservation District, Zone 7, for the Mocho Groundwater Demineralization Plant <br />Project located on Stoneridge Drive at Santa Rita Road and authorized the City Manager <br />to execute the deeds. <br /> <br />Councilmember Sullivan indicated a desire to see Zone 7 come back to the Council to <br />give a presentation on the Stream Management Master Plan. <br /> <br />Motion passed by the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Councilmembers Cook-Kallio, McGovern, Sullivan, Mayor Hosterman. <br />None <br />Councilmember Thorne <br /> <br />6.
