<br />Mayor Hosterman agreed with previous comments and felt the concerns expressed <br />have been addressed. She said the project represents an opportunity to expand the <br />wine industry. She thanked the Tri-Valley Conservancy for their efforts in providing <br />easement protections and preservation for these important lands throughout the valley. <br />She indicated the safeguard is that this is a Conditional Use Permit. If there are issues <br />in the future the Council will be able to go back and address those as they come up. <br /> <br />Motion: It was m/s by Sullivan/McGovern to introduce Ordinance No. 1946 approving <br />the application of Michael Callahan for a Major Modification, as filed under Case PUD- <br />93-02-8M to allow the construction of an approximately 19,872-square-foot event <br />center with a 4,800-square-foot winery at the property located on the southwest corner <br />of Vineyard and Isabel Avenues, south of Ruby Hill Drive; adopt Resolution No. 06-080 <br />approving a Conditional Use Permit as filed under case PCUP-181 to allow the <br />operation of an event center and winery and alcoholic beverage service at the event <br />center after 10:00 p.m.; adopt Resolution No. 06-081 approving a Negative Declaration <br />for a Major Modification as filed under Case PUD-93-02-8M and to include landscape <br />plan approval by the Director of Planning. Consideration of Grant of Easements to Alameda County Flood Control and Water <br />Conservation District, Zone 7, for the Mocho Groundwater Demineralization Plant <br />Project located on Stoneridge Drive at Santa Rita Road (SR 06:290) <br /> <br />Rob Wilson, Director of Public Works gave a presentation and indicated Zone 7 is <br />proposing to construct and operate a 7.7 million gallon per day reverse osmosis <br />(demineralization) wellhead treatment facility on an approximately one-acre site located <br />on the northwest corner of Stone ridge Drive and Santa Rita Road. <br /> <br />To facilitate access to and from the demineralization facility, and place new underground <br />pipelines between their wells and the new facility, Zone 7 needs two easements through <br />City-owned property. The first easement is for a new egress driveway from the facility <br />on the north curb line of Stoneridge Drive, just easterly of the Arroyo Mocho/Stoneridge <br />Drive Bridge. The pipeline easement is located on a City-owned parcel southerly of their <br />demineralization facility site (a site being set aside for the future expansion of Sutter <br />Gate Park). Staff has reviewed both easements and is in support of the City granting <br />these to Zone 7 in exchange for Zone 7 providing some additional landscaping around <br />the future Sutter Gate Park site perimeter. <br /> <br />Jill Duerig, representing Zone 7, addressed the Council indicating there have been many <br />productive meetings regarding this issue. There are still some outstanding issues, <br />especially on how or if a lay down area/temporary construction easement is needed to <br />do a staging or whether instead they should pay the contractor additional money to store <br />construction material and equipment offsite so the trail issue is avoided. She indicated <br />they have not reached agreement on a way that they can keep the trail open during <br />construction while keeping the public safe. Their biggest concern is public safety and <br />the liability if an accident occurs.
