<br />6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Based on the number of children in the audience, Mayor Hosterman asked that Council <br />consider Item 6b first. Council concurred. <br /> <br />6b. Authorization to conduct development review of a Sharks ice facility on city owned <br />land located in Staples Ranch (SR 06:231) <br /> <br />Assistant City Manager Bocian gave an overview of the proposed facility. He <br />commented that In April 2006 the City Council approved a Memorandum of <br />Understanding with the Alameda County Surplus Property Authority to develop the <br />124-acre Staples Ranch site located in northeast Pleasanton. The MOU anticipates <br />development of a 3~ acre auto mall site, a 45:t acre senior continuing care <br />community for up to 800 units plus supporting skilled nursing facilities, a 17:t acre <br />community park and 17:t acres for future commercial uses. Shortly after approval of <br />the MOU the City was approached by the San Jose Arena Management LLC <br />regarding a joint public-private development of an ice rink on the City Park proposed <br />for Staples Ranch. SJAM is an affiliate of the San Jose Sharks and operates all of <br />the facilities associated with the San Jose Sharks professional hockey team <br />including HP Pavilion and Sharks Ice rinks in San Jose and Fremont. The basic <br />development concept includes construction of an approximately 83,000 square foot <br />facility with two National Hockey League sized ice rinks and would be constructed to <br />accommodate facility expansion to 134,000 sq. ft. with four ice rinks. Parking is <br />estimated at 380 spaces. The facility will include a main lobby and reception area, <br />10 dressing rooms, seating for 300, public restrooms and lockers, a food court, a <br />hockey pro-shop, conference rooms, management offices and room for skate rental <br />and storage. As envisioned and based on the firm's current servicelbusiness model, <br />the facility will provide a full range of services to promote and facilitate ice-skating. <br /> <br />Anticipated programs include: open public skating; youth and adult hockey, including <br />team play and instruction at various competition levels; speed and figure skating and <br />ice dancing; high school hockey programs; special events for birthdays and holidays; <br />curling; speed skating; hockey tournaments; sled hockey for physically disabled; <br />hockey schools and camps; corporate parties and team building; specialty clinics. <br /> <br />The Sharks propose to work closely with the City's Parks and Community Services <br />Department to coordinate community facility events including special needs <br />programs, cooperative programs with the Pleasanton Unified School District and free <br />hockey sessions. The Sharks propose to own and operate the facility in a manner <br />similar to facilities it operates in Fremont and San Jose. Development of this facility <br />represents an extension of its marketing service plan to market the Shark's <br />professional hockey team and promote ice rink recreational services in a community <br />collaborative environment. There are some obvious challenges and issues that must <br />be addressed as part of this development as follows: <br /> <br />Facility Access - Under its current design and in accordance with the Staples Ranch <br />MOU access to the City Park is limited to Stoneridge Drive which mayor may not be <br />adequate or appropriate for the Sharks development. Also improvements to EI <br />Charro south of Auto Mall Place are not anticipated under the Staples MOU and as a <br />result the current two-lane configuration is most likely inadequate for access from the <br />east to the park and the Sharks Facility.
