<br />the north through the 17-acre site identified for future commercial uses bifurcating <br />this site may prove to be problematic for the Alameda County Surplus Property <br />Authority. He indicated Attachment A shows a potential location and access for the <br />Sharks facility. <br /> <br />Project Financing - Sharks Ice has indicated that this development requires a <br />significant City financial contribution that could be met through a below market land <br />lease. Assuming this, a number of issues related to the City's return on its <br />investment would be pursued including park improvements, the level and cost of <br />public services offered to the community, ultimate ownership of the facilities, etc. <br />Based on discussion to date the Sharks intend to provide all facility construction <br />financing. .' <br /> <br />Facility Location - Identifying the appropriate location for the facility and its <br />integration with other future park amenities requires additional study. Issues include <br />facility access as outlined above maximizing park space and potentially <br />accommodating hydro-modification (i.e. storm water run off) from portions of the <br />Staples site. <br /> <br />Identification of Community Need - Through meetings with the Parks and Recreation <br />Commission and the Youth Commission, staff will assess the level of community <br />interest in the facility to determine if it represents the best use for the site. <br /> <br />If COl.lncil approves staff recommendation, staff will begin the review process <br />immediately. Of initial concern is determining if the development will be processed <br />as part of the Staples Ranch development or as a separate issue. As mentioned, the <br />existing Staples Ranch process anticipates designing and programming park use <br />after conclusion of the Staples Ranch review process. However considering <br />potential impacts issues and opportunities it may be appropriate to include this <br />facility as part of the Staples development to take advantage of community input, <br />environmental impacts, vehicular access, etc. Ultimately staff assumes review of this <br />facility will run concurrent with the Staples development and be integrated when <br />appropriate and intends to pursue discussions with the Alameda County Surplus <br />Property Authority, traffic and EIR consultants regarding this matter. <br /> <br />Because this project is not currently included in the City Council's annual work plan, <br />staff is requesting Council direction at this time. While the Sharks development <br />concept requires extensive review and planning it does potentially offer a range of <br />community benefits that may warrant further consideration. As a result staff is <br />recommending authorization to conduct a review process. Staff anticipates its first <br />order of business will be to review access issues and develop a financial framework <br />including a general land lease terms and any park improvements required for the <br />development. Staff anticipates providing Council with critical deal points and issues <br />as the project progresses. <br /> <br />To facilitate the review, staff proposes to involve the Parks and Recreation <br />Commission for facilitating the public process. Further, because the proposed facility <br />could impact park use, it is important for the Commission to begin the park planning <br />process in the context of all potential park uses.
