Results of Feasibility Study for Alamo Canal Trail Extension under 1-580 Project, CIP
047020 (IR 06:041)

Jim Townsend, Trails Program Manager for East Bay Regional Parks District, gave
an overview of the project indicating Pleasanton's portion of the Alamo Canal Trail
currently terminates just south of 1-580, while Dublin's section terminates on the
north side, near its City Hall and Library complex. The result is an approximate 300
foot gap under 1-580. It was noted that EBRPD obtained a $50,000 grant from the
Alameda County Transportation Improvement Authority, the cooperative funding
agreement with the City of Dublin and EBRPD for $25,000 and the City of Dublin's
contribution of $25,000, which was a total funding of $100,000. He further explained
that EBRPD, on behalf of the project partners, hired T.Y. Lin International to conduct
the feasibility study

Mr. Townsend presented the results of the study, including the required upgrades to
safely extend the trail and a preliminary cost estimate of proposed improvements to
make the connection, which was $2,250,000. He explained the various funding
opportunities and went over the project details and provided photos by overview of
the projecVplan. He noted the next step is to pursue a $300,000 Measure B Grant.
The project will provide necessary access to sport fields, to the library and will save
trail users about a mile and a half detour in getting across the interstate.

Director Jim Wolfe indicated he has been working cooperatively with Mr. Townsend
toward these efforts. He explained how they are working together to acquire funding
for this project.

City Manager Fialho explained that the City's funding contribution would surface as
part of the Council's capital improvement plan discussion in 2007.

Mayor Hosterman commented that there are additional funding opportunities through
the Congestion Management Agency for the county-wide bike and pedestrian.

The entire City Council expressed their enthusiasm for this project and thanked staff
and all who have been moving this forward.

City Council Minutes

5

November 7,2006
