<br />Design Review application to construct a first and second-story addition to the <br />Knights' home should be approved. Issues regarding the project include loss of <br />view, privacy, shadowing impacts, the compatibility of a second-story addition, and <br />size of the home. Staff concluded that the proposed project is well designed, <br />aesthetically pleasing, will blend in well with the neighborhood, and meets the <br />development standards for the R-1-6,500 zoning district. In addition, the Knights and <br />the two opposing neighbors have reached an agreement through the facilitation <br />process, and their concerns have been addressed and mitigated by the conditions of <br />approval. Staff therefore recommends that the appeal should be upheld, thereby <br />approving the Administrative Design Review. <br /> <br />The Mayor opened the public hearing. <br /> <br />Peter Shutts addressed the City Council noting they worked very carefully with staff <br />over this development proposal. He explained the negotiations that took place and <br />asked that a technical clarification be made since the size of the windows indicated <br />in the staff report is shown as inches rather than feet and inches. He asked for a <br />favorable decision. <br /> <br />Stan Knight complimented staff on how they have worked on this process and for the <br />thorough staff report. He also thanked Mary Roberts who helped with the mediation <br />process. He provided a summary of the process and pointed out the following was <br />agreed upon during the mediation process: <br /> <br />· The master bedroom would be moved 2 feet to the north, as proposed by the <br />Knights. <br />· Transom windows would be used on the rear elevation in the master bedroom <br />with a minimum 6-foot windowsill. <br />· The stairway windows on the rear elevation will be glass block. <br />· There would be a 75 square-foot reduction in the second-floor. <br />· The Georgatos' will consider constructing a retaining wall on the rear shared <br />property line and filling the rear portion of their property; the cost of the new 6 <br />foot fence on top of the retaining wall would be split with the Knights. <br />. No Saturday construction. <br />· One additional tree in the rear yard of the Knights' property for the Georgatos'. <br />Both will determine the species, size and placement. <br /> <br />He urged the Council to uphold the Zoning Administrator's original approval of the <br />project which they felt was fair, appropriate and accurate. He indicated the additional <br />compromises that were made were necessary and he clearly understands the issues <br />of the rear neighbors. <br /> <br />Joe Keller addressed the City Council in support of the project indicating he lives <br />across the street. He feels this will help the neighborhood considerably. He <br />commented that the Knights' have been very accommodating and have responded to <br />the issues of the neighbors. <br /> <br />Dennis Georgatos stated that he lives directly behind the proposed project and noted <br />they have come to an agreement with the Knights. <br /> <br />City Council Minutes <br /> <br />4 <br /> <br />November 7, 2006 <br />
