<br />Councilmember McGovern indicated she visited the proposed project and is in <br />support of the proposed addition. She commented on how well the property is <br />maintained. <br /> <br />Mayor Hosterman stated she feels much the same as her fellow Councilmembers <br />do. She also feels all proposed house additions need to be reviewed separately to <br />ensure each one fits into the downtown. <br /> <br />Motion: It was m/s by BrozoskylMcGovern to adopt Resolution No. 06-063 <br />denying the appeal PAP-99, Dustin Boyce, appellant (PADR-1536, Finlay Boag) <br />and upholding of the Zoning Administrator's approval of an administrative design <br />review- to construct additions to the existing residence at 4558 Second Street, <br />consisting of: one-story addition totaling approximately 291 sq. ft. on the front, <br />north side, and rear; two-story additions totaling 294 sq ft. on the southern side and <br />reaf; a porte-cochere and second-floor balcony on- the southern side; and a <br />covered front porch. Approve plans and specifications; review bids and award construction contract for <br />the Vineyard Hills Reservoir and Access Road; amendment to the contract with <br />Tetra Tech, Inc., to perform construction management services for the project; <br />amendment to Purchase and Sale Agreement with Threehand LP; and direction to <br />staff to develop a financing plan for the remaining portions of the Vineyard Avenue <br />Corridor Specific Plan Area Infrastructure (SR 06:152) <br /> <br />Councilmember Brozosky recused himself, as he owns property within 500 feet of <br />the proposed project. <br /> <br />Assistant City Manager Bocian presented the staff report and gave an extensive <br />overview of the issue. Staff recommended Council look at the improvements <br />included in the August 15th staff report, approve the funding for those, and to <br />come back regarding loan-terms for loans that are involved for this evening and <br />any future loan. <br /> <br />City Manager Fialho clarified staff is not asking the Council to approve the <br />projects that are reflected in the staff report dated August 15th, what staff is asking <br />for is the Council to award the contract for the construction of the water tank. <br />Staff has identified three other improvements, the Zone 7 turnout, the street <br /> <br />City Council Minutes <br />Page 7 of 13 <br /> <br />September 19, 2006 <br />
