MEETING OPEN TO THE PUBLIC

Eileen Finnel stated that through her comments she was representing Hacienda Mobile
Home Park homeowner in attendance at the meeting. She spoke of the various
problems that have come about in the last 14 months. She noted they are very grateful
to Michael Roush for his work with the park owner, but she feels he has been ignored.
She asked the City Attorney to help with the enforcement of this agreement.

City Attorney Roush commented since the Park was sold in 1999, it has been a struggle
at times to get the owners to live up to their end of the agreement. Many of the things
that could be done that are not costly don't get done. He added they are in negotiations
concerning a new rent agreement. They are looking at all of the items raised to try to
see if there are ways to make them tighten down some of the provisions in the
agreement. When they negotiated in 2001, attempts were made to make the
maintenance provisions a little more specific. There have been some efforts made with
respect to the tree trimming where there is a provision now in place to hopefully prevent
the occurrence of what happened last year. He noted it is a struggle to get this done.

City Council Minutes

September 19, 2006
