that has been streamlined and Commissioners have been more responsive. Staff will
monitor this issue.

Councilmember Brozosky asked for an update on the compensation survey for the
Management & Confidential Units.

Councilmember Thorne indicated that they are taking a look at private sector companies
that might be appropriate to look at to do a survey. They are in the process of choosing
companies now and the report will be given to the consultant to begin the survey process.
He believed it should take about two months.

Council member McGovern added the committee set criteria by which the consultant would
look for companies and look at the total revenue that the company is generating, the
number of employees that it has, the scope of services it provides and are trying to find a
match between some sub-sets of companies within the same type of employment that
exists at the City. They are also looking at geographic data and trying to make sure that it
is within the nine bay area county because they believe they have the same cost of living
as much as ours. They are looking at the tenures of firms, rather than new company's,
without a history and are looking for firms that may be competing for members of our staff
because there is a need to see what the competition is offering. They are also looking for
companies that the community would recognize as being quality companies.

Councilmember Brozosky commented on the work of the Youth Master Plan
Implementation Committee and the concert that took place on September 8th.

Council member McGovern commented that the youth in Pleasanton are quality leaders
and helped to pull the event together.

Council member McGovern asked if there has been any further discussion with the
Livermore City Council regarding the noise monitoring equipment.

Mr. Fialho responded it has not been discussed at the Livermore City Council yet. It
should be scheduled for their discussion at their second meeting in October.

Councilmember Sullivan responded to Fred Norman's request during public comment
regarding the war in Iraq. He indicated he would support a community discussion
regarding the issue. He questioned if the balance of Council had any interest in doing
that.

Council member Brozosky indicated this is not an appropriate place for that kind of
discussion. He feels this is a place to do City business and the City does not have
influence over the war. If there is more time for meetings, the Council should be
discussing the General Plan in order to get it completed on time or discussing traffic
issues. To discuss things that come from the community that are not within the Council's
purview is not the right forum for that. It is not seying those topics are not legitimate; it is
just that this is not the right place for those discussions.

Councilmember Sullivan indicated he feels that Mr. Norman's request for a moment of
silence is certainly something that would be done.

City Council Minutes

September 19, 2006
